I voted for Hotel/Motel because it sounds like it can come with alot of gameplay especially if a whole new "touristy" world is added.
But technically, the Cemetery option is more urgently needed. It shouldn't be this hard to retrieve the graves of deceased Sims just because we don't happen to have been at the lot when they died. -_-''
I'm still hoping for a hotels game pack this summer, in a similar design to Dine Out so you can visit and run a hotel.

Agreed. If people want to make a church for example they're free to do so and there's many good church buildings on the gallery for weddings, but I don't want it to be something thats built into the game.

I can make a house of worship and just call it a park, give it whatever lot traits I want, make it look however I want, make it a club hangout for church members if I want to do it that way and have Get Together, and people can go there and also they can have weddings and parties there since I called it a park.
I can make a bar or restaurant (or another park) and call it an arcade or amusement park, fill it with whatever lot traits and build I want, etc.
Essentially all your suggested venue types can be made in this way.
(Except hotel/motel I suppose? Can you sleep in a bed on a community lot? I honestly have not tried. Perhaps there's a way to do this by modifying the vacation rental lot type but I haven't played with those enough to know.)

Yes, you can sleep on a bed on a community lot, just like you would on a bench. Almost all my community lots have an apartment or at least a room above them that sims can use to stay the night or even longer. The only downside is that other sims tend to invade your space. It's possible to lock the doors with the club system which I find to be too much trouble for a single night but it works well if you want to live there indefinitely.
I would love more venues, but the listed ones are all possible in game already. I would like to build a proper functioning theatre/concert hall/cinema; and for that the sims need to act differently when watching entertainment, so I would add that to the list. Good thread though, can't get enough of venues.
thanks @crocobaura @Auroraskies that is a great idea. Either venue type, or maybe special objects? like a special stage object that can trigger audience behavior when someone is performing.
I think an arcade would be cool. It isn't something covered by other simulation games and it would be something sims of all ages could do.

For "House of Worship" like in SimCity 2000, it was a 4 square (2x2) that would pop up on any residential zone occasionally. I had a friend who got annoyed at that. Since they didn't pay taxes. Kept demolishing them when he saw one then re-zoned it as residential. I tried to explain it actually contributed to the city. But, nope...
To be a knob (me) to my roommate in high-school, I found a cheat code that made all 2x2 residential zones spawn in time to that. It was called the "church virus". Haha! Of course I backed up a save of his game. But I admit I enjoyed it while he was playing later and the churches kept popping up everywhere. LOL!
He said, "I think they are mad at me!" While he's bulldozing them and rezoning, but not as fast as they were spawning. I'm like, "Yep, you pi**ed the house of worship churches off in your game...".
Well he caught on eventually that somehow I sabotaged his game when all his residential zones were covered with churches. Then it was good laughs.
Been wanting a smaller arcade ever since I saw it in the concept art for the stuff pack not chosen. Always want more things for sims to do and get out of the house.
Arcades, skeeball, crane game, race car arcade, DDr machine(man that's such an old thing). Would def add more to my skating rink.
I like the idea of an amusement park but hairdressers/ barbers sounds fun. It ties in well to existing packs and offers good potential for comedy, particularly if you can pick a range from regular styles to really avant garde and if hairdressing was a skill. (Just had a picture in my head of a sim looking really horrified at their finished style).

Have you tried community space lots? Community spaces only need the voting board to work and sims don't interact much with it. I have a church with a graveyard set as community space. Planting spaces are designed as tombs and because candles and churches go well together I added a candle crafting station in the church basement before the entrance to the catacombs. There's also a wood working station I like to pretend also crafts coffins. Vlad plays the organ.
This game desperately needs sims 2 style stores, whether groceries books or other stuff. Its extremely annoying that sims cant buy books from a bookstore retail lot if they haven't been placed on sale by a player sim who owns the lot.

I think stores need to be more essential too. It's too easy to click on the fridge or bookcase & suddenly have food or books appear. They should have to go shop (or forage) for ingredients. Instead of going into build/buy mode, they should have go to a building supply or department store for household items/decor. Same with CAS. Clothes shouldn't be free. In real life clothing makes up a significant part of anyone's budget. Everything can have varying price ranges too. They can buy the cheap stuff at Simmart or go to Bloomingsims for high-end stuff. Stuff should wear out & have to be replaced, too, even clothes. Probably too much to ask for Sims 4, but maybe an idea for 5 or other future games?
I picked school because I would love to see more gameplay around that for teens, children and toddlers. However I also have been hoping for hotels and locations for sims to just have fun.

Went with school/high school. Arcade/Amusement Park/Fun Fair would be my other top choice in this list.
