Stacks of items no longer transfer between personal inventories. When I try to drag and drop a stack of items from one Sims inventory to another, only one item moves.
Steps you took for issue to occur
1. Tried to drag and drop a stack of any type of item from one Sims inventory to another's.
The game stops recognizing rooms that have had the foundation floor removed and returns the message "must be applied to a room" when attempting to place a floor.
Removing the foundation does not help. Adding or removing a basement does not help. Removing stairs does not help. Deleting the room and rebuilding does not help. Building a completely separate room or building on the same lot does not help.
Edit: Going into Live mode and returning to Build mode did allow me to remove the foundation and replace the floor, but the furniture remained floating at foundation height even when I removed it from the house. Deleting the furniture and purchasing new furniture allowed me to place it on the floor at ground level.
Steps you took for issue to occur
1. Built a house with two identical sunken rooms.
2. Placed floor in one sunken room.
3. Continued building and furnishing house.
4. Tried to place flooring in second sunken room.
I was able to put a floor on the first sunken room. Then I furnished the house a bit and went back to put a floor on the second sunken room and was unable to. I was also unable to change the floor of the first sunken room, which I was able to put a floor on earlier.

Aspiration Failure -- Paint for 5 Hours
Painting a mathematical diagram does not satisfy the aspiration goal to "paint for 5 hours" of the Ill at Easel level of the Painter Extraordinaire aspiration.
(It does fulfill the level 2 goal of painting 3 emotional paintings, so it seems to be an oversight.)
Steps you took for issue to occur
1. Selected the Creativity Aspiration at level 1.
2. Had Sim paint mathematical diagrams.
My NPCs are intimidated by the mailbox. At the last couple of houses I have played, I have received the following message from the postal workers:
I couldn't reach your mailbox, but I managed to throw the mail in there. Good Luck getting it back out!
The mailbox is easily accessible by my own Sims and later the postal workers don't seem to have this trouble, but the first time I start a house they do.
Also, the maid won't enter the house because of the mailbox. She stands there and waits for hours for me to go into build mode and move it. Again, my own Sims and guests are able to walk by the mailbox and my own Sims even use it without issue. It's just the NPCs that are "intimidated" by the mailbox.
Going into build mode and moving the mailbox out of location and then back again resolves the issue.

Sometimes the drag of the cursor switches direction. Normally, when I place my cursor on the right of the screen and drag left with the left mouse button pressed, my screen moves to the right and vice versa. However, sometimes when I put my cursor on the right of the screen and drag left, the screen moves left.
This happens most frequently, but not always, when switching between floors.
Steps you took for issue to occur
1. Tried to move the field of view by clicking and dragging the cursor.

This is might be kind of hard to see on the video since the in-game camera doesn't even capture the mouse and this error is also dependent on my hand movement, which you can't see:
The public space behind Umbrage Manor in Willow Creek has what appear to be water lily petals poking up from the ground. Perhaps this was originally a pool and was converted to a garden?
Objects are occupying the same space, which is creating access problems.
In this example, my Sim ate some food and put the plate down on the desk where there were already other items. When the maid came, she couldn't reach the plate, so she just stood there for a couple of hours until I moved the plate, at which point she left the lot without doing any further cleaning.
The next day the maid did not show up and I had to cancel service and start it up again to get her to show.
I don't know if it's related to the book progress tracker resetting when traveling, but the meter is also off when not traveling. The book progress tracker goes 80-90% of the way to completion, then skips to 0% and advances to 10-20% and then completes:

2. Selected the Painter Extraordinaire aspiration.
3. Selected "paint from reference" from easel options when Sim was inspired.
This time, on a different lot, the cupcake got stuck in my Sim's personal inventory in a slightly different way. It can't be clicked on. It can't be dragged out. Going into build mode did not clear the inventory. Exiting the game and returning did clear the error.
Performing the "zero g workout" using the rocket ship does not count toward the level 3 aspiration goal of the Bodybuilder aspiration to "spend 10 hours exercising."

Aspiration Failure -- Launch or Upgrade a Rocket 5 Times
Missions are not credited at launch, but upon completion. As a result, early termination of a mission (using explore space, zero g workout, or woohoo in space) results in the launch not being credited. However, the specified goal of level 3 of the Nerd Brain aspiration is not to complete 5 missions, but simply to launch the rocket 5 times.
Steps you took for issue to occur
1. Advanced Sim to level 3 of the Nerd Brain Aspiration.
2. Launched rocket.
3. Canceled mission before complete.
The icons for woodworking items in Sims' personal inventories now show as black badges with silver stars. They show the correct icons in household inventories.
This is true for both previously made items and for items made since the patch.

Slot Overlap
Objects are occupying the same space, which is creating access problems.
In this example, my Sim ate some food and put the plate down on the desk where there were already other items. When the maid came, she couldn't reach the plate, so she just stood there for a couple of hours until I moved the plate, at which point she left the lot without doing any further cleaning.
The next day the maid did not show up and I had to cancel service and start it up again to get her to show.
This can also be a problem with other items, for example: clay on computer (#21) and eating off piano (#47)

My inventory seems even more messed up though.
Woodworking items show up as stars in the inventory.
French toast also shows as the skillet in the fridge.

Inventory Issue -- French Toast Icon
The french toast icon now shows as a griddle both in the refrigerator and in the task queue as it is being consumed, as if it is still being cooked.
Steps you took for issue to occur
1. Installed 2/4/2016 patch.
2. Had Sim go to fridge and remove leftover french toast from fridge.
OR
1. Installed 2/4/2016 patch.
2. Had Sim prepare and consume french toast.

Where does the bug occur ?
I have only tested home lots, but it probably occurs everywhere.

OK, thanks for the clarification. No, it's something that's been happening for ages. It made me kind of happy to think some issues not in the patch notes might also have been resolved.
