None at all. Sounds like you know what you're talking about, and your system is a heck of a lot better than mine. The game will lag when changing location rapidly or zooming in and out. With that system, I would say enableling vertical sync would work.

That will definetly work. Not required, but for some extra efficiency, a better proccesor is a good idea. I have a ATI 3650 myself, and it's very reliable. Wait a sec- see if they offer a 512 MB version of the card.
I'm not having problems, for my two cents, there is no EA folder. THere's a EA Games folder, and in that, there's absolutely nothing relating to the Sims 3. It's all Sims 2. The Sims 3 content is in the Electronic Arts folder, so I'm a bit confused about how this would work.

Relax, that happens. The game will be choppy when you have a rapid change in location and zoom. I get 120 FPS with everything on high and it still happens. The only recomendation I can make is to have vertical sync on and to turn anistropic filtering to 16x to avoid low details when zooming out.
Alright, the graphics card is fine. It's your CPU that's the problem. I think reinstalling your game may work, since you can add on to existing lots fine, but not build on new ones.
