I agree with everything you have written. I do not need toddlers as much as you to enjoy the game, so don't mind waiting as much, but I know a lot of other people do mind. And I would like toddlers, too, even if it's not as necessary for me.
There are already several petitions going here to add toddlers. I was going to link them to you, but forgot to grab the url before posting (I'm on a phone and can't skip around easily to grab a url). I'll edit this later and add as many urls to toddler petitions as i can find.
I can tell you, one thing's for sure: the Sim team at EA knows that the consumers/customers/simmers want toddlers. No way that has got past them, haha. If it's possible to insert a new age-stage, I'm sure they will eventually. There are too many people saying they won't play or buy the game until toddlers are added.

They probably won't make an EP just for Toddlers, not hatin' just statin'. They need to come in a patch with or without Generations coming right after it.

Toddlers toddlers where for art thou toddlers? I am sure that if we are ment to have them we will get them. It is up to EA/Maxis to officially decide when to do it.
I think they should be a game pack. Then the toddlers can have clothes, and interactions. Parents can teach toddlers to walk, talk. And the toddlers can have skills. The generations expansion can focus on things other than toddlers for the players who don't want toddlers in their game.

Well, I am an admitted cynic, I believe they will release toddlers in a pay-for pack or something. But then they did give us pools for free so I could be wrong...
well think about it here if they come in a stuff or game pack they means they'll release more content alongside it adding even more to the game itself ontop of the toddlers life stage you know the old saying 'Money talks' with a EA publisher that's a motto.
There is no doubt in my mind that this has already been brought up many times. But is it just me, or does anyone else miss the toddler stage when having a child? I loved teaching them to walk, go potty, feeding them in a highchair. It was literally one of my favorite parts! I think that they would add the toddlers back in, just by doing a game update. I've been playing the sims 4 since it came out and i still am very disappointed that they haven't added toddlers, considering how many expansion packs and stuff packs they have released already. I know a lot of people out there are missing this important aspect of the game including myself. i do hope they bring toddlers back in the near future and I wouldn't even mind paying for an expansion that included it, even though i believe we should get toddlers added for free. Being a toddler is a very important part of life in general i don't understand why they wouldn't include it in the base game. It was very upsetting but like i said hopefully they realize we want toddlers in the game and start focusing more on that. Other than that I do love this game and there are a few other things that i wish were included but I am more concerned about getting the toddlers back!
I'd love to say I wouldn't pay for toddlers but honestly if they did charge for them I might actually cave and buy them just cause I miss em so much. That actually terrifies me too because I'm sure other simmers are like that.. It's scary just how much they can sell to us. I'm sure alot of people would riot though, me included.
I wouldn't want toddlers if we had to pay for them. They'd be too limited. If they're patched, then we can get stuff with every SP, GP, EP... but if they're tied to a specific GP or EP... well, it'll be a sad day that day.
I would gladly pay for an EP that offered family oriented interactions, but I expect toddlers to be patched in — for FREE. This base game was VERY expensive, and all life stages were promised originally before EA reneged. And their excuse, while in some ways was valid, has not born fruit, so far. How long does it take (something that was implied to be in progress) to be completed? Seriously, it's now over a year. But, I'm still patiently waiting.
