I don't know. I once was mafia and the ones active are the most dangerous for the mafia. You "ignore" the ones that already say they will be absent or less active. The less active people there are the less people to hammer a mafia member.
Either a veteran (or more) is mafia and tries to confuse us or there are mainly newbies in the mafia who don't know the "old" strageties yet. The one time I was mafia, I played with DeKay and icey. I learned a lot
