I only have enough money for one of these Game Packs, so which one should I get? Which provides better/more gameplay? Also, what are the pros and cons of each? I also care about the amount hair and clothing that is included as well.

I'd have to say Outdoor Retreat as you get a new world, new aspiration and a new skill. It adds ways of getting into different emotions (cloud and star gaze for example) and adds a new collection, insects, and new fish. It adds potions which your sim makes after collecting the new plants.
I love taking my sims camping and enjoy remodeling the existing camping cabins when I feel like building in a more rustic way. For me Outdoor Retreat has far more replay value. I have taken my sims to Granite Falls often and enjoy the change from the other worlds as Granite Falls is very woodsy and imo rather beautiful. Dine Out, while fun to play with the new restaurants, doesn't have the replay value for me. I really enjoy being able to take my sims out for a meal and the fact that townies will phone up my sims for the same reason. I enjoyed playing through managing a restaurant but will probably never do that again now that I have done that. I personally think outdoor retreat, there is more to do and you can go there for days. I don't really like running a business in the Sims but many do, if that is something you enjoy you may like dining out more. That is both the wonder and beauty of this game....it is all up to you and what you enjoy.....
Outdoor Retreat, love taking my sims on a vacation, sometimes tents and sometimes rent a cabin. I also like to take my sims there for their Honeymoon. It is a lot of fun. great place.
I'm split between the two. Running a restaurant is fun and the cas/build stuff is wonderful, but I also still use the cas stuff from OR, too.
OR is a little less disruptive, overall, if you're playing with multiple Sims, since they can all go on vacation.
DO is great for single sims because it's a really good way to simultaneously run a business and meet new sims. My sim made friends with both staff and regular customers fast.
But then, I giggle myself silly whenever my sims start making out with the bear in OR.

Also i don't play outdoor anymore. All the stuff and cloths is better match your game with dine out items. You will love that.
