I can get into it, find a residential lot I like, and click "download"
The download counter in the online gallery doesn't increase, and if I go to build mode ingame, the lot is not in my library.
It's quite possible that I am doing something wrong, bit I can't work out where I am messing-up.
Given the number of problems that people are having with the gallery - this is on page 8 - perhaps someone at EA could have a look at this.

Check to make sure that you have ticked the "include custom content" box that is in the advanced section of the filter in the Gallery.
This may make the lot appear in your library, if you have downloaded it to your library.
There have though been many issues with the Gallery lately.
I have "include custom content" enabled in my library, and I also have all expansion packs enabled.
I have just re-tried to download a lot from the gallery...
The page shows me as signed-in. I can browse lots. I chose one randomly and clicked the "add to my downloads" icon. The number of downloads counter didnt change. The lot does not appear in my library - either in live mode, or if I select a blank lot and go to buy / build and open the library from there.
I have manually downloaded lots from MTS, and moved then to the Tray folder - these appear in the library; so it only appears to be the store gallery that I am having issues with.

I am sorry that you are having this issue.
Repairing the game may help. To do that, go to games library in Origin, right click on the sims 4 picture and click repair
Try resetting your sims 4 folder and see if that helps. To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated. Exit the game and then copy back the "options.ini" or " options " file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder.

Are you able to acess the community section of the gallery to download items? If you can do that, are you getting an error message when trying to upload items to your library or to the community section of the gallery?
I cannot sign into the gallery in the game, but I can, when I go to thesims4.com. When I try to connect in game, I get the "Can't Connect to Gallery" error.

If you are , try uninstalling and reinstalling origin and see if that helps.
Try making sure that firewalls or antivirus programs are not preventing you from connecting.
Have you been able to upload items to the in game gallery over the last few years? Do you have times when you can connect to the ingame gallery, and other times that you are unable to do that? There has been issues that many simmers have been experiencing at times with the Gallery over the last few months.
It doesn't look like anything is going to work. The only thing I can think of, and I just discovered this the other day, is to search, by date, in my tray folder, as soon as I finish a house and save it somewhere else on my computer.

Try coming completely out of the game. Shut down your computer. Then restart the computer, log into Origin, load the game and see if the gallery issues remain.
