Removing IP Lag

Updated Update:
Make a new folder in your Sims 3 Saves folder called IPonlyRdy.sims3 and copy these four files into it: https://www.mediafire.com/folder/hh78ai99s6a1y/IPonlyRdy
When you next load up your game, it should be your first option there with other saved games.
I tried to only do the bare minimum changes, but I wanted to avoid lag in your game; so you do get some of my redone EA homes. I did redo them so they only need IP - no other EPs or SPs or any store stuff.

I had redone most of the lots using all the EPs and SPs and some store stuff earlier. If interested in any of those lots, look in this folder and you can do individual replacements:
https://www.mediafire.com/folder/o3g07w12a9d20/Lots

If you have all the EPs and SPs and own the store (or lots of it), you could download these files instead:
https://www.mediafire.com/folder/xp7wkoer3drf0/IPrdy
(Your new folder would be named IPrdy.sims 3 and would go in the Sims 3 Saves folder. I made many more adjustments to this version as I was simply making it for myself.)

Older UPDATE: I have played a houseboat in IP without any mods or world fix (for three sim weeks) following a suggestion to give all sims cars (and boats) to cut down on taxis. When you start to experience a lot of lag, save and then quit your game. Clear your caches. Then reload your game. It should play normal then. I only play with one houseboat (mine) and one resort (Hobart's). I have systematically been playing every family in IP and they have all played well for me.

I consolidated notes of lag and freezing in IP and went in to fix things. I now have my notes in a one-page Word document (short, sweet, and to the point). Also, the Loner's home has NO front door or even a lower level - Solitude. You can replace it with: http://www.thesims3.com/assetDetail.html?assetId=8573435

word document: http://www.4shared.com/file/H1XsUr2lba/IPFix.html
open document text: http://www.4shared.com/file/9Hku4NwUba/IPFix.html

I have played with Overwatch and Error Trap (NRaas mods) and only getting the normal vehicle removal and electonics turned off notices each day. So, if you take the time to remove the houseboats and resort towers, I think that you can play without lag too. Simply evict Sims and move them to land. By making the problem ports No Visitors Allowed (NVA), only your active sim should go there, so you should not get stuck sims there. You don't have to make changes to all the lots. You can delete problem lots and replace them with others.

To help with lag and freezing in IP, these helpful fixes were suggested: Turn off Pets.
You can get Ellacharmed's fixed version of Isla Paradiso: http://www.modthesims.info/download.php?t=514909
Install twallan's NRAAS overwatch (and ErrorTrap) mod(s)! (Highly recommended, but not required!)
You can use twallan's NRAAS register mod to annihilate the Scott family and remove horses and wild animals.
* Delete all boats (place residents in other houses) and every boat-platform. (Keep ports and one boat to play.)
Change designation on the problem ports to No Visitors Allowed (NVA)!
Use discoverAllunchartedislands cheat to delete most of the laggy fog.
You can add another school for kids, but moving ones currently enrolled will cause grades to reset.
Play off-line and turn your anti-virus programs off and game mode on, and have ts3w.exe in your DEP.

the cheats for editing ports and dive spots are: control/shift/c...
testingcheatsenabled true
enablelotlocking on
When you enter the cheats, you click on the port you want to change. (In the right part of the window opened, there will be a padlock icon. If you click it, the lock will open and you can then enter buy/build mode.) Remember to turn off all the cheats in reverse order, changing on to off and true to false.

Enter edit town mode.
Delete the 3 resorts: Hobarts, La Costa Verde, and Sparkling Sands. (Save to bin first if you want.) OR simply remove the towers, check-in desks, and snack cart so no workers are needed there and change to community lot.

Delete empty houseboats & their bases first: Odyssey (Port Placid, Surf Island), Happy Houseboat (Promising Port), You're on a Boat (Port Popular), Floating Fortress (Pleasing Port)... Keep Sea Spirit (Premium Port) to be No Visitors Allowed (NVA)

Evict sim(s) in houseboats
, delete the houseboats & bases, delete or edit ports: cntl/shift/c: testingcheatsenabled true & enablelocklocking on, click on port, click on padlock, change port to residential lot (if desired), click on buy/build to edit port, make storage building into small starter home, and place evicted Sim(s) in homes. (Delete fencing on piers first & hold alt when placing stairs.)
Scott (move to Humble Home on main island) - Tide Runner (Port Perlious, Surf Island), Angler (move to Cozy Cottage) - Aquaholic (Port Prosperous), Dregg (put in starter house on pier) - Atlantis (Picturesque Port), Arias (move to Personal Paradise) - Our First Houseboat (Port Pescado), and Romantic (Rubisel Ichtaca) (whom I move to Modern Marvel after I relevel that lot) - FantaSea (Port Primavera) Keep FantaSea and make it NVA (no visitors allowed).

Here are my starter lots on the empty posts:
Perilous Place - a pink and turquoise shack on the water's edge:
http://www.thesims3.com/assetDetail.html?assetId=8620815

Picturesque Place - with 3/4 bath and awesome views:
http://www.thesims3.com/assetDetail.html?assetId=8620821

Pleasing Pad - complete with a real shower and toilet:
http://www.thesims3.com/assetDetail.html?assetId=8620816

Popular Pad - wooden shack with motorcycle and all in one bath:
http://www.thesims3.com/assetDetail.html?assetId=8620812

Prosperous pad - with a full-sized bath complete with tub:
http://www.thesims3.com/assetDetail.html?assetId=8620820

Premium Port and Ports Primavera, Pleasant and Playa (and others) have uneven terrain at lot edges. Change Ports to No Visitors Allowed (NVA). Place a NVA boat on Port Pleasant & delete rocks & trees in the way. Pile rocks on lot edges where needed. (World editor needed to delete two trees at Port Primavera.) Lock all ports and turn off cheats. (cntl/shift/c: testingcheatsenabled false & enablelocklocking off)

Delete arches in front of entrances:
Collins - Colonial Casa - 76 Civic Center (Set front door & delete access to top floor.)
Ichtaca - Castillo de Ichtaca - 1 Camino del Ray (Delete stacked spiral stairs & Set front door)
You can download mine: http://www.thesims3.com/assetDetail.html?assetId=8620897
Hamada - The Spanish Queen - 7 Sea Spray Lane (I also widen path & paint inner single bed balcony.)
The Lone Artist - Adobe Abode - 11 Ocean View Road (One wallpaper missing - inner back porch.)
(Empty home) - Personal Paradise - 9 Sea Spray Lane

Set front doors: (Set front doors last after making all other changes and saving.)
Alto - Luxury Villa - 1 Alto Road (Platform that surrounds right side needs CASting.)
roof_up_original.jpg
Here's mine: http://www.thesims3.com/assetDetail.html?assetId=8620921
The Siren - The Modern Hideaway - Dry Land, Kraken Island (I delete side door.)
(Empty) - Modern Marvel - 10 Modern Mile (level terrain & unstack stairs)
((or just download this version: http://www.thesims3.com/assetDetail.html?assetId=8565894))

Other: Unstacked spiral stairs, etc.
Babes on the Beach - Holiday House - 25 Riviera Road (Expand front deck & move stairs to right)
Vidal - The Painted Lady - 74 Civic Center (Entrance is too small & stairs are outside.)
Mine: http://www.thesims3.com/assetDetail.html?assetId=8620818
Medina - Modern Folly - 65 Paradise Road (Fence yard, delete garage door, turn spiral stairs & add crib)
Los Amigos - Spirit of the Sea (Sandy Beach, Surf Island) Turn tub! (Ichtaca's boat & Floating Fortress too)
Nautical Art Museum - (delete fencing or just the corners)
Ojeda - Sea House - 1 Shark Bay (Widen path & move garbage can & mailbox.)
Delete the stairs to the fountain in the festival park (so small animals and toddlers are NOT left there.)
I also add a grocery & other stores/lots to the main island (to avoid boating to other island).

And, I notice the Loner at Solitude had no door at all or even a ground floor wall to put one on.
roof_up_original.jpg
You can add one yourself or replace the lot with mine: http://www.thesims3.com/assetDetail.html?assetId=8573435

There was nothing really wrong with the Han residence, but the pool required everyone to go up to the third floor. So, I redid it here:

I don't want to chance losing the first post info, so I'll post these links here for downloads from another site:

IPonlyrdy (stands for Island Paradise EP only - ready to play) - http://www.simfileshare.net/download/1806882/

IPallrdy (Island Paradise with other EP,SP, and store stuff included - ready to play) - http://www.simfileshare.net/download/1806914/

NOTE that there is now a mod that will keep NPCs from house boats around, so that will help tremendously with lag!
    https://modthesims.info/d/665907/reduce-remove-lag-caused-by-houseboats.html

    Continuation of previous fix suggestions:
Here's an example for the ports, which have routing problems and cause stuck Sims:

Houseboat dwellers and visitors will have problems accessing homes by boat at some ports: Port Primavera, Premium Port, Port Pleasant and Port Playa. Sims get stuck trying to route to a houseboat from a certain angle (from the left).

The easiest fix is to make these ports No Visitors Allowed (NVA). I leave the boats on these ports - Primavera and Premium - and I add a boat to Port Pleasant.

Block spots at the edge of lots that show uneven terrain with big rocks (and shrubs)!

Add trees and bushes (with rocks).

Romantic (Rubisel Ichtaca's) houseboat (FantaSea) needs rocks at the waterline and lot edge where terrain is uneven & remove two trees between the lots that block the road in town/world edit.

Put rocks where NPCs get stuck near Premium port (between Premium and Pretty Port on water/ground edge.

Place a NoVisitorsAllowed (NVA) boat on Port Pleasant. (Move or delete rocks too close to port exit stairs.)

Empty all other houseboats by evicting one family at a time and putting everyone in normal/land houses. Then, delete ALL those houseboats and their lots. (I kept the NVA ones for my active Sims.)

I did change some ports to port-less residences. (I see no need for three ports right next to each other.)

Thanks to Photobucket now charging for old pic links, I've simply removed the pics.

    Examples of fixes:

I now play without the "resort towers", but keep the lots (just changed to normal community lots):

Some objects are below ground level: Spa/Bistro Rabbithole at 10 Sunshine Street, Sparkling Sands at 45 Paradise Road, and La Costa Verde Resort at 75 Fiesta Circle. (You should also be able to spot the darker shrubs and trees that were placed below ground level and move them above ground. You can view them in the basement level.)

Loner - Solitude (It has no door! The house is on stilts and there is a ladder going inside.)
I added a ground floor with front and rear entrances and moved the main living downstairs.

Modern Folly Makeover had no complete fence and required Sims to go upstairs to visit. I expanded the downstairs from the simple bar and bath.
    http://www.thesims3.com/assetDetail.html?assetId=8571687

    roof_up_original.jpg

Check for stacked spiral stairs (which can cause route failure). Use ladders or delete top floors. Check blocked showers/baths or tubs turned wrong: Los Amigos house, Rubisel Ichtaca's boat, & Floating Fortress, docked at Pleasing Port (unoccupied). Also, check for homes with arches as entrances that look pretty, but keep everybody but family from the door. Easiest fix is to delete the arch and that part of the wall. You can also just extend the house, as I did for the Collins - Colonial Casa - 76 Civic Center (The front door is set incorrectly and they have problems accessing the top floor, so delete access to top floor. The toddler will get stuck in the space by the front door. I extend the living room so there is no porch.)

The house on the right of the Collins green one is the Vidals - The Painted Lady - 74 Civic Center (It has a small fenced & cluttered yard and outdoor stairs leading to a bedroom. I delete the stairs, enlarge the house, & add spiral stairs.)

(Empty) - Modern Marvel - 10 Modern Mile (no front door set, very unlevel terrain, & stacked stairs) I uploaded a fixed version, if you want to replace it.
    http://www.thesims3.com/assetDetail.html?assetId=8565894
It has a separate post below.

Babes on the Beach - Holiday House - 25 Riviera Road (Sims often get stuck in the tiny flat space behind the entrance foundation. Flatten ground around (or expand) front deck, move stairs to right so paper will be delivered closer, & smooth incline to mailbox.)
It has a post below right now too.

Again, I deleted old PhotoBucket pics. (Beware of free sites that might decide to charge later and have a back up plan!)

Here are some examples of how I redo a port that had a family and houseboat:

Mrs. Scott might have been made pregnant with Rubisel Ichtaca's baby some way that causes issues. Evict the Scotts. Bulldoze their houseboat. Bulldoze the houseboat base.

Cntl/Shift/C:testingcheatsenabled true, enablelotlocking on, click on Port, click on padlock to unlock.
Change to residential. Use hammer to delete port connection and port walkway.
    Cntl/Shift/C: enablelotlocking off, testingcheatsenabled false.

Delete extra fencing, flooring, and "port".

I leave a port house and simply make it into a cheap starter house.

Perilous Place becomes a pink and turquoise shack on the water's edge:
    roof_up_original.jpg
    http://www.thesims3.com/assetDetail.html?assetId=8620815

Delete the trees in the way of getting to the door. Delete the stairs and level land in front of building a bit higher making a level area two tiles wide. Add stairs again holding alt when placing to avoid sinking land. Use terrain smoothing tool to create a routeable path that is not so sloped.

You can place houseboat sims into other homes on land, hoping that moving them resets their issues and you can relocate some sims into the starter homes.

I now have a bunch of starter houses of varying sizes on the ports that had buildings on them.
They are so quick to just add a few things to what is already there.

Picturesque Place - with 3/4 bath and awesome views:
    roof_up_original.jpg
    l0wu_original.jpg
    http://www.thesims3.com/assetDetail.html?assetId=8620821

Prosperous pad - with a full-sized bath complete with tub:
    roof_up_original.jpg
    l0wd_original.jpg
    http://www.thesims3.com/assetDetail.html?assetId=8620820

    roof_up_original.jpg
    l0wd_original.jpg
    http://www.thesims3.com/assetDetail.html?assetId=8620812

This example is more complicated because it uses CFE. You must be comfortable with CFE (or delete the house) OR download the one I uploaded to my studio: http://www.thesims3.com/assetDetail.html?assetId=8565894
    roof_up_original.jpg

Modern Marvel: Raise the lawn up to the level of the tiles and patio area of the gym over the garage.

    l0wd_original.jpg

Cntl/Shift/C: testingcheatsenabled true, constrainfloorelevation false, CAREFULLY extend lawn to one tile away from deck area of gym, which I extended two tiles toward the lawn as well.

Cntl/Shift/C: constrainfloorelevation true, testingcheatsenabled false. < Very important step!

Move garage door wall in two tiles to allow car room to get to garage. (May need moveobjects on/off.)

Add stairs from deck to lawn holding alt when placing (to keep ground from sinking much).

At the place where I added modular stairs to lead down to the lower level. Add stairs to connect tile to the raised lawn holding alt as you place them again. (I did delete some foundation on the lower patio and redid the stairs to allow more room on ground.)

    l0wu_original.jpg

Flatten the ground two-tiles wide on the lower level from modular stairs to normal stairs for the patio.

I moved the middle bedroom to the basement and the kitchen and living room furniture to the middle. I deleted the extra interior walls on the middle floor, but left the bathroom in place. I placed the dining table and chairs on the patio.

To avoid problem with stacked stairs, I moved the bottom spiral stairs to the hallway by the bathroom door. (I extended the wall out one tile to make the hallway wider.)

Some things are easier to fix than others...

For the Hamada's home that has an arch in front of the door and the back door set as the front, I delete the arch and the walls underneath as well as the gate. I add gate on the sides of the path leading to the front stairs. I also extend the sides of the yard by adding a diagonal wall on each side and moving the fence out one tile. (*The front door needs to set as the front door too.)

    screenshot-60.jpg

Babes on Beach. Again, I used CFE to level the terrain, but you might extend the deck instead. (If you extend the deck, move the porch steps a tile away from the house for paper delivery.)

Cntl/Shift/C: testingcheatsenabled true, constrainfloorelevation false, level ground around stairs foundation so Sims can stand there and talk to each other. Level the tiles on the foundation porch if they get messed up when the ground was leveled. The reverse your cheat codes order and type: Cntl/Shift/C: constrainfloorelevation true, testingcheatsenabled false.

Use terrain lowering and softening tools to make a more gentle path to the mail box and level area at base of path by mail box for Sims to congregate.

You decide how much or how little you want to do and see how much better your game plays.

Once you have fixed everything, "save as" IPfix BEFORE you start playing. Copy it outside your Sims 3 folder as a backup. Then use "save as" to immediately rename your game for playing. (You can do this for all your worlds, setting them up the way you like once and playing in copies of your worlds.)

Also, if you have Pets installed as well as Island Paradiso, you will have to modify the festival park as the park 'entrance' is at the top of the stairs at the fountain. If Sims have puppies/kittens, they will deposit them at the top of this fountain and the puppy/kitten will encounter constant routing errors trying to get down the stairs.

I found something interesting in my play testing: Rosemarie Collins is pregnant and has a job in politics. Instead of staying home while pregnant, she tries to go to work. It says she's scheduled to work. Her carpool shows up. BUT she can't change into her career outfit and so that causes an error. You might have her quit her job. This might be part of the problem with the Scott family too.

Thank you so much for this. I loved IP and when after less than a week of playing it, it just became unplayable and I really did cry about it. LOL. I had seen where someone at MTS had fixed it for download, but, I am also very challenged when it comes to any thing remotely complicated on the computer.

I'm going to print all of this out and make it my project. I have been playing TS4 , I don't hate it, nor do I love it. What I am most of all, is bored with it. TS3 in my opinion was a potential masterpiece, I will never understand why EA/Maxis did not take more pride in this and correct problems.

I'm with you here, though I admittedly refused to purchase TS4. In my opinion, I could not rationalise spending a very high amount of money on a base game, when they literally just dumped this entire franchise after they got money and started work on TS4. TS3 is a broken game. I paid over €300 (probably more than that!) on all the EPs and SPs for TS3, only for them to leave me with a broken game. I'm out of pocket due to this with a game that I cannot play the without at least one mod (Overwatch), and I can't play IP at all due to the lag and the necessity to basically go through the entire town and make massive changes each time I want to start a new game there, and as such, I will never just 'move a sim' into that neighbourhood and that's a shame as that was a feature that actually came with that EP! Anyway, I'm ranting but I'm allowed. I spent a small fortune on this game and it's unreliable and is not being maintained, despite the fact that it was broken when it was sold to me. No other retail item would get away with that, but I suppose because it generally functions outside of IP, they can say it works.

Yes, I agree. I find it very disheartening there was no ownership, no pride in the product. It should actually be very embarrassing to a corporation that a modder (our beloved Twallan) gave us some fixes. I cannot play without his mods. They can only do so much though. And IP always remained broken. It's nuts. What other corp. could get away with this? They sold me a defective product. I am not allowed to return it, and they actively encourage others , private citizens, to find fixes. LOL, my head just exploded.

First, great news, Ella Charmed has redone her fixed worlds and has them available for download all as one .world file for each world she has redone. They no longer require importing resources through SimsPE. So follow that link in the first thread if you want to try her fix(es).

Second, I too use Overwatch and added ErrorTrap as a second must have NRaas mod. When lag was being carried over into other games after play in Lunar Lakes or a world with the tree of prosperity in it, Twallan said they were both needed to keep the game running. Of course, there was a patch for that tree later; but the mod is still invaluable at keeping a game playable after a long time.

Third, after you make all the changes to a world and have it the way you want it, use SAVE AS to name it something like IPready. Then, immediatedly use SAVE AS again to call it IPplay. You can then MOVE or COPY that save file outside the Sims 3 folder as far as the EA folder to keep it safe for when you want to start a new game. I have completely redone BP with real apartment buildings versus the shells and I have redone all the buildings in Sunset Valley my own way. I can just COPY SVready into my Sims 3 folder whenever I want to start a new game.

I've been redoing all the changes in IP as I ran into a issue with a pregnant Sim trying to go to work in Politics but unable to change into a career outfit and ending up not going, but taking a hit on her work meter. I had put other mods in (Master Controller and Story Progression) because I wanted to have an elementary and a high school. So, now I need to test without those mods. But I do wonder if that is why the Collins and the Scotts have so many issues (because the moms are both pregnant).

The first go round of IP worked well for me. I took a sim diving with no problems to the first two dive spots. And everything appeared to work okay until I got a notice for Rosemarie Collins. So I went and played them for a day and found that she was scheduled to work, but couldn't. I've read this sometimes happen in Medical and Politic fields and even Science and Military or Law Enforcement (but that was directly related to one of the additional mods.)

Anyway, I am working on making a short, sweet, to the point list of just what is easiest to do yourself. BUT I do recommend trying Ella's fixes now that they are not so complicated any more. Just backup the original and the fixed world(s) AND start a new game to test them. They can not work on a save file you've already played.

I used to do this too, but it doesn't always work properly. I have a saved file called Cleared Isla Paradiso which I created quite some time ago and I use this to 'Save As' to create playable files. The only problem is, sometimes it works and now it no longer does. Something happened to create lag again in the world where originally there had been none. It's disappointing and I just really wish that EA had no abandoned this game and maintenance for it, when it was learn more than a year ago, that this was not working properly.

Hm, Miyu, maybe you saved before the latest patch? Though I do know EllaCharmed mentioned that each time she enters CAW to make more changes the tears are bigger than they were before. So, if you are like me and save after every big step... it might be there will be more corruption faster than if you could make all the changes at once and save that file just once. Something to think about.

I took more pictures of the uneven edges that are much clearer than before, so maybe every time I save the edges get worse. Or maybe I just know what I am looking for now. Any way, I took pics of what you want to block with rocks and shrubs, but Photobucket has put all the photos in a bucket now!

It's not the patch, I don't think as I didn't buy IP when it came out and only after the latest patch did I create my cleared world. Generally I would make all the changes in one go and then save it but, IMO, this world is just not worth playing in until EA takes the finger out and decides to actually properly patch and maintain this game. It took a while for me to make the changes I made the first time to use this location, and I'm not interested in doing them again. I've taken to downloading the Sunset Valley, 2nd Edition Final which gives me the dive locations and the island type living of IP without the issues caused by poorly constructed lots, poorly developed families and so on. I just want to play the game I paid for, not maintain it for them. Thanks for all the information though. Maybe if I'm on holiday and doing nothing I'll try to do all of this again, but for the moment, just no.

Well, I play with Overwatch and Error Trap (NRaas mods). I am only getting the normal vehicle removal and electonics turned off notices each day. So I think that you can play without lag if you just take the time to remove the houseboats and resorts. You can simply evict Sims and move them. By making the problem ports NVA, only your active sim should go there, so you should not get stuck sims there. You don't have to make the changes to all the places. You can delete those lots and replace them with others.

I do not think the changes to lots take that long, but it's your game and you decide. And you should only have to make changes once. Keep that Save in safe place and make a copy of it when you want to start a fresh game there.

    1. Put in Ella's world by simply backing up the original EA .world file for IP in its game bin folder in program first and then overwrite that file with Ella's. And/or at least add NRaas Overwatch (and ErrorTrap) mods.

    2. I tweak the world by deleting the resort towers at the resorts and leaving that space open in case I want to play one as a resort later. They are now community lots. (Delete concession stands and buffets to avoid problems.)

    3. I move everyone out of the houseboats and into homes on land. And, then I delete all houseboats, except for the ones on the problem ports (Primavera & Premium), which I make NVA along with Port Pleasant where I add a boat.

    4. I evict the Ichtacas from the castle and deny access to the very top floors, moving the bedrooms down one floor, deleting the upper outside stairs and stacked spiral stairs, and deleting the arch in front of the front door.
Ichtaca Castle - had two full flights of stairs before getting to arched door:
Added basement, moved top bedrooms and kitchen down one level, etc.

    5. I evict the Collins to delete the top floor, front arches, and wall between the front porch and living room.

    6. I evict the Vidals to expand that house so there are no outside stairs.
Petite Painted Lady - had outside stairs to the upper level through a bedroom:
Now has spiral stairs leading to upper hallway and a roomy driveway.

    7. I evict the Hamadas to delete their front arch and columns and I move the fences out one tile on each side.

    8. I flatten the ground around the fountain and delete the stairs in the center plaza.

    9. I move the children's section down to ground level in the library and add a children's bookcase and end tables.

    10. I replace the Modern Marvel and Modern Folly lots with those in my studio. And I'll do the same with the Solitude lot for the Loner soon. (I may upload other lots I've redone if there is an interest.)

Overwatch cleans up vehicles and stuck sims at 3am every day (unless you set to do some other time). The first day my clock stopped at 3 a.m. for awhile as it went through everything. The second day there was no lag at 3 a.m. My logs report that buffets and concession stands were the culprits.

Yes, it's a lot of little tweaks; but not something you can't do. You can play without any mods or Ella's fix as well, but with pets, some will get stuck. And the game will spend a lot of resources trying to route them. So, you'll have to find them and reset them and then block that spot with a big rock or other objects.

Okay, based on a comment by Amaris, I took out all my mods and put back in the Original IP world. I then did my normal:

Change resorts to community lots (except Hobarts, which I play in the test).
Change the fiesta plaza lot to delete stairs.
Evict all houseboat owners and relocate to land.
Delete the houseboats and their bases, leaving the ports. EXCEPT I leave the houseboats on the problem ports (Primavera & Premium) and change them to NVA (no visitors allowed). I also add a boat to Port Premium and make it and Port Playa (other problem ports) NVA.
When I go around to all the houses to check for problems, I then placed a vehicle for land and another for water on each lot. Some got two of each, if there was room.
It took me two whole days (but I don't just sit at my computer and do nothing else) to do this and I had lots already saved from earlier tweaking. (They just didn't have cars and boats.)

After playing for a few sim days, I did have what I thought would be a freeze. So, I quit my game and looked at the caches. One was well over 200,000. So I think that was the problem. I cleared the caches and when I reloaded my game, I didn't have any problems.

After playing about a week with Flo Hernandez who lives next to the Collins family, I noticed two kids stuck (one Ichtaca and one Collins kid) as the Collins parents were going inside. I had parked a car on their front area and the kids couldn't get on the lot from where they were. I'm not sure how that happened as they were using the car and getting along fine until then. So I might give them a motorcycle or some scooters OR park the car on the roof in my next rendition.

Any way, I discovered that it is possible for me to play IP without any mods. (I just prefer playing with Overwatch cleaning up for me.)

I uploaded some of my replacement lots for you. I'll upload some more later, so you can just replace the old lots with mine rather than tweaking them yourselves. But you'll still have to evict the sims living on houseboats first and then place them in lots on land.

This is beyond helpful, thank you so much ciane, IP was completely unplayable until your fixes!

@ciane I think I need a step by step on the featured items folder replacement I tried once but I must have done something wrong because it didn't work for me. :/

Sorry, I didn't see this earlier Mama Dragon. I must have had too many notices that day.

    @Mmdrgntobldrgn
    1. Go into your documents version of the Sims 3 folder. Find the FeaturedItems folder and rename it by right clicking and choosing "rename"... I usually just add a 1 to the end.
    2. Open a text editor and save it with that same name: FeaturedItems.
    3. Right click on that text/word/whatever file you just created and chose rename to delete the dot and everything after it so it has no extension... nothing after the FeatureItems (as a name).
    4. Move that FeatureItems file to the Sims 3 folder in documents.
    5. Delete the original FeaturedItems folder after confirming that your new file has the exact same name.
    6. SAVE that empty file you created if you like to copy into every new Sims 3 folder you might play.

This same method works to create .tmp file replacements in the dccache folder, but they will be overwritten whenever you use the launcher. I use the ts2w.exe short cut to load my game and moving any export files to a clean install Sims 3 folder to upload from there will keep your Sims 3 dccache folder .tmp files in your game clean until you which to install something you download. Then you can override the .tmp files that are created with the ones you created earlier (if you saved them somewhere outside your sims 3 folder).

How did the move the Dreggs in Edit Town or Live mode by making them Active?
Removing a playable ghost from their home in Edit Town can cause duplicate tombstone and duplicate sim errors that can corrupt your game unless you have Overwatch installed as it will remove those ghosts before they can cause corruption.
I'm just a little bit crazy LOL
Okay actually I'm totally and completely nuts LOL :p
