I don't hate it anymore than other accessories. I just hate how randomized Sims have so many accessories added to them. They never really look good together, in my opinion, so I strip accessories first thing whether or not I am going to assign my own.
That's been my main irritation with the eyeball ring, it's not that it's completely horrible looking IMO, it's the fact it's always accompanied by a hundred other accessories. It's great for eccentric/artistic sims, but showing up on a random NPC with a ton of other jewelry, yeah I hate it lol.
I see the Eyeball Ring a lot, usually as part of a whole range of random accessories being rocked by a townie. One classic look for females: athletic socks, heels, long gloves in a non-complementary color, and several rings, including the Eyeball. This combo looks especially fetching with a top from Sulani and a skirt with which it clashes horribly.

Haha! Well I am used to it now on randoms. But yeah, I'm like, "Ahh frig, the eyeball ring again..."
However, it does fit certain "clownish" characters I have.
