Added Batuu mission NPCs! Excluded those who just fall into filters explained in separate roles.
Though I don't exactly remember what mission would they be part of. So if anyone remembers, please let me know.

On the topic of Celene, my only suggestion here is to borrow her from another save. Take a save where she is the bartender (or make a new one), save her to your library, and place her into a lot in Moonwood Mill and evict her. Hopefully it should work.
For now, looking for methods to get the location-based NPCs to show up (hopefully without mods, but with mods it is faster). I will update the last post in the post row with those methods and guides should I get these uncovered.
Well about the librarian, I don't really understand how it works because my game was able to hire Bella Goth at the Britechester library.
Surgery (MCCC copy/paste face & body) is probably the only way to customize them.

If that means that sims may be reused in the role with no extra special filters, then unfortunately, only one thing remains on the list:

I think the MCCC only helps with changing NPC's appearance to match one of sims you made, but it won't transfer skills, traits, loot etc, right? You could as well use in-game ways to edit sims in CAS with full-edit mode...
You should save this NPC + your sim and load them in a new game, delete the other sims. Leave one played sim before save and quit.
It will be easier to found them if there are only 3 sims in the save.

Sort by type
Find Save Game Data type
In the Data tab, edit Sims
You can use the filter to show the Name parameter and find the SimData of the NPC
In sim_careers > careers , you will find the career data
You can do a screenshot of the values and edit your sim

But... I'm unfamiliar with the rest of the software (I use it to look into the tuning files and string tables). How to open a save file?
I'm looking into Celene López (because, well, Moonwood Mill's bartender is my biggest question). Looking into zone table, the one for Moonwood Mill's bar is 02EE11F633C9FA77. Looking into Celene's career zone_id, it matches. So it's definately that.
I'll have to look deep into it. Is zone_id different in each save (I blame Residential Rental lots), or is it same and I'll have to make an easy to access list of lots. Afterwards, career_uid and track_uid, what are these for these careers.

It'll not only not work, but it will also glitch out your sim. They'll be T-posing and won't do anything, even after a reset. Going through a loading screen will give you an error message. Stubbornly trying to load again seems to fix it, but the food stall was gone and sims weren't any better at using chopsticks or tolerating spicy food.
I'll look into further to see if I need to include "statistic_" as well... But for now, do not touch.

Do not use cheats to raise these skills:
Skill_Chopsticks
Skill_SpicyFood
