With the access to the tuning files, I present to you, my ultimate project/guide:

NPC Making Guide

Basically, if you ever wanted to make custom NPC sims, good news is that most of them can be done without any mods. The main cheats you are going to require are those:

testingcheats on

In the guide, there are 5 types of "difficulties" I'm going to use (and emojis I'm using with it):

1. 🔷Played-Friendly - These ones, usually traits, can not only also be taken from sims the Played Households, switching to the household the sim is in won't make them lose their NPC status.
2. 📝Simply Assign a Career/Trait - These will lose their NPC status when you play with them. The usual way of making those is by making these sims, equipping them with the required traits and/or careers, then evicting them.
3. 🏙Location-Based Career - Unfortunately, this is where the career location matters, and it is the venue they'll be working at. As to my knowledge, there isn't any way to set a career location to a sim without mods, the best bet here is to modify sims already working there or make one of the custom sim unplayed and hope they'll appear in that role.
4. 🔻Must Never Ever Be Played - You may assign a required career and/or trait, but they'll won't appear in the role until you set the household to be unplayed.
5. 👨‍👩‍👧‍👦Out of Control - Welp, these sims are chosen randomly from a broad selection. No way to influence the game to pick the sim you want...

And in addition, these emojis represent the following:

• ✅️ Must have, meaning that your sim must have that skill, trait, career etc to appear in this role.
• 🟡 Optional, meaning that your sim can have it for the game to consider them more for the role, but they don't need to have it. Sometimes used in sub-types.
• ❌️ Mustn't have, meaning if your sim has the skill, trait, career etc, the game will never place them in the role even when all other conditions are met.
• ❕ Splits into sub-types, meaning that for the sim to appear in the role, they must meet at least one of the requirements in the following list below for the game to consider them.

In addition, the sims with these hidden traits will be excluded from most of the filters:

• Grim Reaper
• Challenge Event NPC (Jasmine Holiday for example)
• Alien Pollinator
• Police Station Criminals (the ones in jail)
• Service Skeletons
• Temple Skeletons
• Scarecrows
• Flower Bunny
• Baby Ariel
• Night Wraith
• Sage of Mischief Magic
• Sage of Practical Magic
• Sage of Untamed Magic
• University Professor NPCs
• Batuu NPCs
• Yamachan
• Tempearance
• Greg the Werewolf
• Mysterious Rancher
• Horse Trainer

In addition, ghosts and sims that have work to do are also usually excluded.

Service - These sims are there to do something (like cleaning or repairing or other task) and are either hired or arrive on their.
Background - These sims are given a special task to liven the place up or are just special walk-bys.

I've also decided to bring out templates too. These are not important when making NPC sims, but are rather some interesting side-info on how sims are generated for the role by the game.

The list for each pack will also be under spoiler. There will also be two lists under spoilers for service sims and background sims.

They always have this trait: trait_isNanny.

Repair Service
These sims are hired to repair your broken objects.

Hired Bartender
These sims can be hired to tend bars.

Caterer
These sims are hired to cook you food.

They can also have 1 to 3 random base game skills on either level 2 or 3 (usually 2).

Entertainer
These sims are hired to entertain sims, either by playing instruments or doing comedy routines. They also show up in Lounge lots.

• Entertainer: In case of none being available, a new sim is generated for this role. Sims generated for this role are young adults or older. They have at least 3 levels in Comedy skill, 5 to 8 (ideally 6) levels in Guitar skill, 5 to 8 (ideally 6) levels in Piano skill, and 5 to 8 (ideally 6) levels in Violin skill. They also have 1 to 3 random base game skills in levels 2 or 3 (ideally 2).
• Dancer: In case of none being available, a new sim is generated for this role. Sims generated for this role are teens or older. They have 3 to 5 (ideally 4) levels in Fitness skill.

Librarian
These sims show up in Library lots to put away the books left out.

🏙Location-Based Career

These sims appear on Gym lots. While they usually work out, they can mentor sims.

They have Fitness skill on at least level 8 (ideally on 9). They also have 1 to 3 random base game skills on either level 2 or 3 (usually 2). They always have this trait: Active.

Vendors
These sims tend stands and sells the goods.

• Goofy:
  These are young adult, adult, or elder sims. They have either or both Comedy skill on at least level 5 (usually on 7) and Charisma skill on at least level 5 (usually on 7). They may also have one additional random base game skill on either level 2 or 3 (usually on 2). They have the following traits: Goofball, Childish, Cheerful, Death by Hunger, trait_ForestGhost, trait_ForestGhost_Goofy.
• Mean:
  These are young adult, adult, or elder sims. They have Mischief skill maxed out. They may also have up to 2 additional random base game skills on either level 2 or 3 (usually on 2). They have the following traits: Hates Children, Mean, Hot-Headed, Death by Fire, trait_ForestGhost, trait_ForestGhost_Mean.

Vanilla:

The Gallery/My Library Method
When a sim with location-based career is uploaded to My Library, they'll not only keep the career, but also the location they were working in. The only thing is getting them to the location.

Wait for The Game to Consider
If you have your sim unplayed, unemployed, and livingin/evicted from the same world as the lot is in, the game may eventually take them for the role if you wait long enough. This is a viable option for the following roles:

• Bartender*
• Gym Trainer
• Spa Massage Therapist
• Spa Reflexologist
• Yoga Instructor
• Restaurant Chef
• Restaurant Server
• Restaurant Host

*Does not include Moonwood Mill's bartender, aka bartender_wolftown.

The other location-based roles will resort to generating a new sim from the template.

Own the Business, Hire Them
You can also go ahead and get the NPC sims to the role through the business gameplay. It involves luck, but it's possible. This is a viable option for the following roles:

• Retail Store Employee
• Restaurant Chef
• Restaurant Server
• Restaurant Host
• Veterinarian

Check the Potential X roles for reference to make the sims appear in the potential employee pool more often.

Feel free to combine the first method with the other methods. Finally got the massage therapist you wanted? Save them to the Gallery and share it with your other saves (provided that the spa is on the same lot).

like say if you have:

They mustn't be in a hidden household.
They must be an adult or older.
They mustn't be a Father Winter.

it could be shortened for example like

❌️ Father Winter
❌️ Hidden Households
✅️ Adult, Elder

or then have roles with similar requirements together like for example if all Doctors need Doctor career you could mention it once for the Doctor section not for every doctor role separately

but yes thats just suggestion feel free to write as you like if you feel it gets confusing if shortened 😊 just something I noticed while reading through

About Bar Regulars, I don't think the game used it.
When I tested it a long time ago, once it was applied I couldn't remove this career.


There are these roles that I didn't figure out when the game use them :

In addition about the Location-Based Careers, the game often hires the latest sim created who match to the requirements.

So if you delete the current bartender, create a new sim and visit this venue again, this sim should become the new bartender.

Sometimes there are several shifts :

For example

Gym Trainer : 5am & 3pm
Bartender : 7am, 3pm & 11pm
Librarian : 7am, 1pm & 8pm
Massage Therapist : 8am, 3pm & 10pm

Yeah, I've also noticed these. There's Bartender_company and Adult_NPC_HomeChef. On Bar Regulars though, I do remember in Things You Didn't Know thread that this role is in use (the thread is so long that I won't begin the search for this post for now).

I remembered when I used to mess up texts with Google Translate and then non-Latin letters made the notepad scream at me.

Or that I was so stuck in my way of writing...

Anyway, I'll leave all that reformatting to the new forums. Perhaps once a new pack with NPC roles comes out, I will try this in the new emoji format here. Because I agree, it is way much easier to read.

Hey! Letting you know that as I discovered that the deadline is later, I've decided to go ahead and give the base game roles the emoji treatment. I've also explained the meaning of each emoji in the original post.

Please take a look and let me know if anything needs changing. If that doesn't seem good, I have made a back-up of the original just in case.

Especially looking advice for the entertainer part.


Oh, and I left the template part untouched because for those who want to make custom NPC sims, it isn't important at all. Thus it is more for those interested in how game generates those sims. My main goal is custom NPC sims though here.

About the Batuu mission npcs (scientist, scoundrel contact, contraband owner etc.), they all seem to be randomized in appareance and name, except for one: Corra Arrel (First Order defector) always seems to have the same appearence and name, but randomized traits (mine has Loyal, that was added only after JtB released). She was also featured in the gameplay trailer, so I consider her a semi-premade.

That's interesting... Though I didn't look deep into Batuu NPCs because I wanted to get it all done with before my misunderstood deadline.
I can take a look into it more later in the weekend, but yeah, let's see if these forums are going to throw an error of "body too long". I'll have to move High School Years to the next section then, which is the last for now, so no big deal.

So yeah, Semi-Premade is a nice name for these sims: sims that aren't generated once the save is created (like Mortimer Goth for example), but those who are generated mostly the same way once they are needed. We can also consider those Chalet Ghosts (Mimsy and Bernard) to this for example.

Also fun fact: all Batuu NPCs are put in a hidden household. Though I'm beginning to doubt that hidden households are always excluded after Rey appeared in my community space and special sims in a hidden household also having that supposed "no hidden households" filter. Thus I'm shortening it to No Ghosts for the moment...

Still funny to think that out of all service NPCs, Onsen Custodian can be ghost, but they mustn't have died by drowning...

Check the emoji meanings in the original post. I'll bring these out here too:

✅️ Must have, meaning that your sim must have that skill, trait, career etc to appear in this role.
🟡 Optional, meaning that your sim can have it for the game to consider them more for the role, but they don't need to have it. Sometimes used in sub-types.
❌️ Mustn't have, meaning if your sim has the skill, trait, career etc, the game will never place them in the role even when all other conditions are met.
❕ Splits into sub-types, meaning that for the sim to appear in the role, they must meet at least one of the requirements in the following list below for the game to consider them.
