In Hawaii currently it's a little after 7 pm, and Hawaii is behind GMT. So if it's midnight in GMT, you switch that back 5 hours, making it 2 pm in Hawaii.
For Madagascar, on the other hand, it's currently a little after 8 am. So they're three hours ahead of GMT. So in Madagascar, it would be 3 am.
In summary, my answers:
Hawaii- 2 pm
Madagascar- 3 am

I think he said you can match each letter to the corresponding number: A goes to 1, B to 2, etc.
Suddenly realized the importance of the roman numerals! They're out of order! Number 3 is after number 4. So the answer to the last question will come before the answer to the second to last question in the code.
