  Hi, I believe you can still only do this from the old TS3 pages.
  
  If you go to a person's "My Page" which is http://mypage.thesims3.com/mypage/USERNAME (for example http://mypage.thesims3.com/mypage/GloryGal123 is your My Page), you should see an option near the top of the page to 'Add as a Friend'.
