I think the sparkly effect is by using the fog emitter. Looks lovely!

No you can access by using the cheat testingcheatenabled true and then buydebug on. It adds a new section to the buy mode. With spawners for fish and other stuff. It has tons of effects that it can do. http://sims.wikia.com/wiki/Fog_Emitter
This has all the codes it can do. If you google it than you can find even more info if wanted

"Meow!"
"Awww, you're so cute! But you have to be quiet till morning... the kids are going to get a real shock when they see that you're their Christmas present!"
"Meow!"
"Shhh Fluffles!"
"Here, here you go, baby! But shhh, that treat is because you're going to be reeeaaaal quiet!"
And with a little "Meow!", almost translating as "OK Mummy!", the cute little kitty went to sleep.
The following morning...
"Kids, come down, it's 8 am and it's Snowflake Day! Come down kiddies, if you want your present!" The kids rushed down the stairs, and they both squealed when they saw the ginger ball of fur and happiness that was purring on the floor!
Rachel picked up Fluffles and put him on her lap, before saying: "Awww baby, you're so cute! I could huggle you all day... Mummy this is wonderful!"
Fluffles then jumped off Rachel's lap and circled Danny before jumping onto his small lap. "He's wonderful, Mummy!"
Rachel seemed a bit sad as Fluffles left her for Danny, but was still elated at the present. That's when their Mum, Amy, sighed and said, "Listen, kiddies... I know it's not much, and I wish I could've got you even more stuff, but I'm just not in the financial position to do so."

"It's really great, Mummy!" Rachel said enthusiastically, followed by a happy nod of agreement from Danny.
"I know you guys, you'd say anything to make me happy... I'm glad that you like Fluffles but I know it's not enough... Maybe next year things'll be better, maybe my writing career will kick off? Either way, next Snowflake Day will be better, I promise!"
Later that day, Rachel and Danny were playing on the swings that were just a little walk away from their house. Danny said with a smile, "I love our present!"
Rachel grinned, "Fluffles is the CUTEST thing! I love him to pieces!"
"But Rach, Mummy thinks that we aren't happy with him... Maybe we should sit down and talk about it? Something that we could do."
"How much money do you have?" Rachel asked, thinking of ideas in her head. "I have around £12... What about you?"

"Thank God you're fast at building things, Dan - I could never do this on my own. Let's pretend we've being doing this instead of going to the shop..."

When they came back, Rachel saw Fluffles going upstairs and muttered, "Where do you think you're going?"
"Meow!"

And so, Christmas came to a close... But the story doesn't end there.
The following morning, early, the two children called out: "Mummy, wake up!"
Rachel then shouted, "Put the clothes on, the ones lying on the top of the dresser. Don't ask why!"
Danny then continued, "Just come down when you're ready!"
"What in the world..." Amy muttered as she came downstairs, "This dress is beautiful."
"Oh wow, why are you all dressed up?! Where did this dress come from? What's going-"
"We have come here to formally announce that money doesn't matter..." Rachel began.
"And that it's the thought that counts..." Danny continued.
"That the cat you've got us is AMAZING and more than enough..." Rachel went on.
"But most of all..." Danny stopped for a second, nodding at Rachel.
"That you're our princess!" They both said with grins on their faces!
"Meow!"
"You're so sweet... So the cat really was good enough? And how did you get me this beautiful dress?!" Amy was still in shock, but was near tears with happiness.
Dan replied, "Yes, Mummy, Fluffles is amazing! And we spent all of our pocket money on it... we went to the shop yesterday. Well, we had to search around for someone who'd got their shop open on Snowflake Day! Then the dress was too much but we said what it was for and-"
"You're our princess, Mummy!" Rachel interrupted. Amy was grinning with happiness.
