Again, this is normally my opinion on the players who are not very experienced as mafia and would be afraid to mess up. They would most likely like to wait for a townie to vote for another townie and then they will vote for that person so it doesn't make their bad vote stand out too much.
Of course, this thought process will be different for veteran players such as myself.
