Well that's because alcohol is apparently to much of a taboo subject for all the innocent teenagers so they made it not exist in the Sims 4.
Like they think teenagers don't know about all this stuff in real life.

I made a "seawitch" for my storyline the other night ... and although she obviously couldn't be a real one, I managed to capture this normal game interaction at the exact right moment...
