I have just used it to place a door but there are tons of other things you could do with it. I thought maybe some of the builders here had not seen it yet and might be interested. I want to add something to this list. I think it is 'legal' (and should be 'legal' to do this) Considering that I can give some examples of when this was done before....

{.... example of this is the firehouse in twinbrook and the firehouse that comes installed with ambitions. They both have residential stoves and if someone tries to build this from "scratch", they can't have these because of the commercial area restriction.}
Using this trick any one can put ANY resdential item that cannot be bought due to the commercial area restriction, onto any commercial lot. However, some of these items ARE and ARE NOT useable, But, in my opinion still neat to have. I will list what items can and cannot be used later.
But, here's the great part......
....In addition, with this same trick a person can get items that are not available in BuyDebug mode such as getting a public picnic area (base game), get a wallmounted mailbox (late night), put commercial items in thier Create a World without a lot (Twinbrook), AND put Commercial items on residential lots {example: I've done put a grimreaper statue on Goth Manor Lot, but I am not sure if the last one is 'legal' because it's never been done before.)
All one needs is CAW (create a world) and this knowledge. I will teach anyone to use it, but again SOME of this may be 'Illegal'. I will make notes of what did work, what did not work, and warn when it comes to this.
I will also make a double post for this information. Please forgive me for this occurence because I'd rather anyone delete my next post or edit its content and warn me than get banned.
I don't use this trick to create worlds, but I do create lots (for my pleasure) that are more 'realistic', or make them more creative. I've tested these lots on my game and it does work.
I might have almost every expansion pak and a lot of store bought items.
HOWEVER, I DO NOT KNOW HOW TO MAKE CUSTOM CONTENT.
So, as far as I know, everything here is 'legal'.
How to put Items in your Sims 3 game that is in your game, but you can't find it in buydebug, or you have a residential/commercial area restriction.
(CAW ONLY (need a new world or else it deletes it): or you need a lot to put the commerical item on and you just want the world item only.)
For all of this tutorial, you must have;
1. CAW (Create a World).
2. (I'll let you know when you need this.) CREATE One or two NEW layers.
3. ONE 'functional' sized lot per layer (I useually do a basic 10x10 starter. Then I save it in a file then lode it back to a (maybe bigger lot.)
4: IMPORTANT: Only one lot per layer!
***** Residential to Commerical
- used for any residential item wanting to put in commerical lot.
- Items include:
++++ useable: baseball, football, any dishwasher, any BBQ grill higher than a general basic park grill, and any microwave. (Note: the microwave does work but does microwave meals only when clicking on a {must have} refridgerator. However, none of them will cook hot dogs.)
=== not useable (but neat to have): Wallphone, desk phone, food processor, and residential stove.
1) In CAW create a residential lot
2) run in game mode and put the residential items you would like on it.
3) IMPORTANT: SAVE YOUR CHANGES, exit, and go back to CAW.
4) Back in CAW choose your residential lot and change property browser residential lot to a commercial lot.
5) IMPORTANT: AND in the property browser also choose your commercial lot type to whatever you want it to be.
*** This Action must be done NOW or the residential items WILL BE DELETED if you change lot type while running in game mode. (Example: Gym, KPE2_Firehouse, KPE3_divebar irish, ect.)
6) Run in Game and choose your new LABELED commercial lot. Your residential items will still be there on your LABLED commercial lot. You can save your lot for a later build project, or build later and save. I don't care which one you decide.
7) However, whatever you decide,(and I cannot stress this enough) PLEASE SAVE YOUR LABLED LOT, BECAUSE IF THE LOT TYPE IS CHANGED IN GAME MODE, THE RESIDENTIAL ITEMS WILL BE DELETED.
^^^^ The above trick also works "in reverse" for Commercial items to Residential lots. BUT BE CAREFULL! When i loded goth manor changed the lot and put the grimreaper statue on it, and then changed it back, the statue was there, the Family gravestones were there BUT I LOST THE GHOSTS that 'occupied' them. In other words you can do this, but if you want your ghosts in your gravestones, you'll have to do this the hard way.
(the hard way: Load your lot from CAW for your world, WAIT. Go to your REGULAR game, choose your family, go get a residing Sim to pick up the OCCUPIED gravestones, go back to world map, evict family, demolish old home, put "new" home on lot, put your family back on that lot, and then put you OCCUPIED gravestones wherever. (I just deleted the unocccupied gravestones and put the 'occupied' gravestones back where they are supposed to be.})
Okay, Last one.... and it's probably the one everyone has ben waiting for...
***** Items into Game not found in buydebug
- items include: Public picnic area (base game), Food truck, Food truck Parking spot, Wall mounted mailbox (late night), and anything else i forgot.
1) need to save (or have) a lot with these items on them.
2) put your whatever sized / type lot into CAW using game mode.
3) using build mode, delete everything you possibly can and do NOT want. This includes all buydebug items. (buydebug on AND MOVEOBJECT ON must be ON {yes they both still work}) BUT BE CAREFUL! DO NOT DELETE ANYTHING THAT YOU DO WANT that is not found in buydebug!
4) Put all wanted items in a desired corner of the lot (Just enough room to 'fit' a new lot)
4) go back to CAW AND MAKE SURE YOU HAVE a different and SEPERATE other layer and lot.
5) using CAW select lot items are on. Under lots there are your preselected desired game items. select any and all items that you want and move to that other seperate layer with your desired sized lot.
6) Delete previous lot that items were located at. (I know they all seem 'gone' but they are not, trust me. my next steps prove that they are still there.)
7) using your move lot option in CAW, Put that new lot onto where the desired items are. If you cannot find them click on the objects in your layer and then you reselect and move your desired lot ON TOP of these items are at.
*** again i cannot stress enough. Items moved and lot selected should be on the same layer.
8) go back to game mode select your specified lot. Presto! Your items are there on that lot and are ready to be moved at your whim. BUT BE CAREFUL WITH THE WALLMOUNTED MAILBOX! I recomend that you build a small wall NOW and move your wallmounted mailbox onto that wall first, so your regular mailbox will automaticly disappear and move the wall mounted one later. Otherwise, I found that (in mine), the game will automaticly choose that regular mailbox and you will lose the wallmounted one.
9) Agian save your lot (in game) for use later or whatever. BUT PLEASE SAVE IT.
^^^^^ This MAY work (I've never tested it) for Commercial items that you dont want on a lot such as the runied house in Twinbrook (Labled as Ancient ruins in commercial.) And any thing else. Just omit steps seven and eight. But again I like to create lots, not worlds. so, someone else will have to load it up, test run it, and see if it does work.
^^^^ BUT, I do know this does NOT work too well for metrobuildings that are found in buydebug (OR NOT). example: I tried to put the plasma lounge Shell on a 40x40 sized lot. When I reloaded it in game mode, the building was there but the upper 'floors' were gone. Then, I had a hunch. I put the celeberty lounge shell only which IS in buydebug in game, and tried the same trick with it. As I suspected, its upper floors were gone also. Which means to me that these buildings somehow have constrainfloorelevation done to them and then put in the game whenever buydebug is accessed. I have horrible luck at CFE. So, someone else will have to get this done if they want it done. I'll just stick to whatever works and is in buydebug.
^^^^ If you save picnic areas into a save file in CAW they won't be visible in the file, but they are still there. Just load the lot onto another and turn on TCE and Buydebug and then you'll find them, move them, and can copy them.
I kind of need a tutorial on how to get a room on a platform wall onto a room on foundation. (I think the problem has to do with the foundation EA gave us being a bit too thick for my liking).

is there a tutorial for making wallpaper and flooring and actually having it right there in your wall paper and floor part? as I have some wallpaper and floorind downloaded but it's not where it should be

If the doesn't work then your interior levels in the house are off, cfe sometimes does this, so you may have to level throughout.
