If you mean when I go to another lot, then yes. The first time I tried to get them engaged, I went to the guy Sim's lot to propose and the issue came up then. The only employee had under my girl Sim at the time was the 1 time gardener, so I had my character ask about his career and he was unemployed. So I moved him in, thinking this would take care of the problem, it did not. I keep trying, then came to the forums to see if others were having the same issue.
I am sorry that you have been having this issue. It would be good to post your feedback about the issue on the AHQ EA site thread. The link is in an earlier post.
@rosemow I also tried getting my character engaged to someone else before doing the cheat, and add the same problem. So, now I wondering if it just might be my character. I'm thinking of starting a new game to seeing if I'm still having the problem, though.

The issue may be affecting one of your sims, that is preventing the sim from getting married. It may be best to just use the cas cheat when the issue occurs for the time being. There may be a fix in an upcoming patch,
I had this problem too, but in a new save and my sim was a fresh YA. I ended up asking his girlfriend to move in and then had her propose. The option came up for her, oddly enough.
I don't have the option to propose. It' popped up once, but was shaded and said that my relationship wasn't high enough. Now that my relationship bar is completely full, the option won't pop up. I've tried to ask on dates, at the romance festival and at home never get the option.
Hello
Do you get a message that you can't propose/marry another sim because they are your employee ?
If you don't,and if you have cc/mods in your game, move your mods folder to the desktop. Then start the game and test to see if the issue is still there.
My 2 sims are not employees of each other. One of my sims is an elder and is retired from his job. I really wanted him to marry the love of his life before he kicks the bucket.

Hello
Try lowering the relationship levels of both sims. Then try building them up again and see if that helps the propose option to appear.
If they have any other boyfriends or girlfriends, get them to break off those relationships.
If you still have issues, you may need to use the cas.fulleditmode cheat to go into cas and make them husband and wife, without having the wedding .

Thank you. Making both my sims break up with their other boyfriends and girlfriends allowed them both to marry. Hoping this is just a glitch
For simmers who are having this issue, another thing that can help is to choose the option for the sims to "just be friends", and then build up their relationship again so that the propose option appears.
I was having this same issue... VERY FRUSTRATING... but I found a work around using the Romance Festival (so only useful if you have the City Living EP I suppose, but just thought I'd throw it out there.
My Sims had never been "promised" as teens as has been mentioned here (they were both fresh character creations from the YA stage) and there was no conceivable "employment" between them! I also use no mods, and had already tried 'repairing' my game...
Despite the fact that I could not for the life of me propose while in their house/wider sim world, I WAS able to use the 'heat of the moment proposal' interaction available at the festival - and PRESTO! engagement ensued!

I will have to try this. I just got a best buy gift card for Christmas and used it to download City Living. So far I like the EP. It's my favorite EP so far for TS4. I liked apartments in TS2 as well.

Hello
It was great that you received a gift card for Christmas and used it buy City Living. Buying the pack was a great way of using the gift card. It is nice having our sims living in apartments. Happy City Living Simming!
I am not sure if it will work when you are receiving that message, but what has helped other simmers who are unable to propose is to choose the option for the sims to "just be friends", and then build up their relationship again so that the propose option appears.
Break off any romantic relationships that she has with with other sims, such as girl friend/boyfriend.
Having the same problem and can't login to the EA site.
Anyway, try exiting out of the game and restarting, possibly without a save (after finding the bug). Worked for one of my sims, so he could Propose. Now, I'm getting the error when he tries to get married, though.

Hello
If you are having issues with other sims proposing, try having your sims use the " just be friends " interaction, then build up their relationships again until the option to propose appears.
Ok this is how to fix it.You need to debug the object used to hire any help (DJ,cook, maid,or who ever) Make sure that the employee is released.Debug the object by opening the console and entering testingcheats true.Once you enter the cheat shift+right click the object( Dj booth fridge or what ever you used to hire them.)The select debug object.

Mine was the same but I realised it's because they're in a social group together. Once I disbanded the group the option was no longer shaded. Hope this helps!

Hello
It was kind and thoughtful of you to post what helped with the issue in your game
Hello. I would like to let you know that I have finally figured out a way to fix this after the patch and with no mods involved. It involves cheats though. First open the cheat bar by holding shift and control aswell as pressing c . Then type in testingcheats on. Then type cas.fulleditmode . Then press escape. Now right click on the sim you want to marry and if they r not in your household then left click add to family. Nice they are apart of your household left click on the sim again and press modify in cas. This will open create a Sim but unlocked. You can then change the relationship from roommate to wife or husband. Then press the tick button on the screen and it will return to game with the two Sims being married. Good luck.
Hello
I am sorry that you also are having this issue.
For simmers who are having this issue, it would be good to press “ me too” on the AHQ EA site thread.
The workaround that crinrict has posted on that thread is
do you have any prior relationships ? If so, try asking those to just be friends. Hopefully it should work after that.
Found a work around if you have sims “City Living”. Just invite them to the romance festival, drink tea, throw some petals, flirt with them until both are flirty. Then under the romance dialog you will find a “Propose in heat of the moment”.
I couldn’t get my sims to propose but this works regardless as long as their relationship is to the point where they could propose anyways.
