For me it would be the return of gambling. With a casino lot type where Sims can go and waste money, gain money, and have a fun time away from the house.
Maybe even with the ability to run it as a business like retail, restaurant, and vet. With the ability to open the casino without having to be there like restaurants too. With a variety of perks both permanent (hire more employees,) and temporary like draw in the high class Sims loaded with green to get a higher chance of more income. Ability to buy advertising to get more money...I mean humble customers. >.>
Featuring slot machine, black jack, roulette, poker, and horse race (you bet using a machine and virtual horse race begins). That is my ideal Game Pack. What about you?

Martials Arts: The ability to train in a class like yoga but 10 levels but also expanded to be able to spar/fight with other Sims
Retail Pack: This will expand on Get to Work poorly done basic retail system offering cash registers clothing racks with a changing room for clothing stores and more decent clutter like shoe stands jewelry cases and more. Also freezers produce shelving and other basics to run a grocery store.

The new skill for this pack could be Acting, since we already have skills such as Dancing, Singing and skills for instruments. Maybe expand the different types of majors in the skills where our sims could learn Ballet, Tap and Jazz for dance, as well as different vocal types like Opera. And then whatever musical instruments like percussion and brass they could include a skill for each.
There could be different types of reactions for spectators who come to the shows: Standing Ovation which also improved a sim's confidence and performance, or spectators could boo at performances and throw rotten fruit at performers and walk-out during a performance, maybe even fall asleep during a performance. And each performance could provoke an emotion- the Opera provoked Sadness and Romance, Ballet provoked Inspiration and Focus, Musicals provoked Energy and Happiness, and Broadway provoked Confidence, Playfulness and Inspiration.
New build mode tool- Stage Tool. The theater venue could come pre-built or we could create our own, whereas we could design the stage for whichever type of performance event- for Broadways we could design the set however we like, set up the stage for the symphony/concert, and set the tone for the ballet or opera. New lighting displays like Spotlights and synchronized lighting could be installed to capture the emotion of the performance, as well as particle effects like- lightning, wind, fire, rain and snow, which could also sabatoge performances like a sim being electrocuted, being blown off the stage, fried, drenched or frozen.
And if the above isn't something your sim wants to pursue they could still sale their screenplays to the theater, compose music for concerts, write an inspirational opera, or even go to the theater for classes on acting.

However, if it's a Game Pack only, it would have to be a werewolf themed pack. With this pack, you would get werewolves that are just as customizable as this generation's vampires are, with a big old skill tree of powers and weaknesses (including the ability to change to full wolf form as one of the powers and emotional transformations as one of the weaknesses), and an insane amount of customization options for werewolf form in CAS (including muzzles, tails, actual wolf ears, body hair, and werewolf-exclusive skin textures that look like fur...available in every default hair color, of course), and new general use CAS items like collars (plain, studded, spiked, leather, cloth, plain and printed, with and without tags, thank you), torn clothing, and pentagram tattoos for multiple different parts of the body (hands, upper and lower arms, shoulders, chest, upper and lower back, belly, upper and lower legs, feet, and neck). Add in a bunch of new interactions both funny and fierce (so your werewolf can be as much of a B.A.M.F. or a goofball as you want), a Monster Hunter skillset (so you can have sims that can throw down with werewolves and incapacitate them...not take away their powers like they did with vampires, but legit knock them out cold after a fight), the ability to toggle werewolf townie generation on and off (for the people who just want the items in the pack or like to have separate normie and weirdo saves), a lunar cycle (which can be toggled on or off), a bunch of werewolf-specific recipes (Rare Steak, Steak Tartar, Meat Buns, jerky of all types and descriptions, bacon wrapped...everything), and make it so that if a sim with the Vegetarian trait becomes a werewolf they're just miserable no matter what they eat because werewolves get an uncomfortable moodlet from meatless dishes (No meatless alternatives for werewolves. That's a cheap cop-out.) and occasionally get a really strong tense or uncomfortable moodlet related to how miserable they are having a predatory beast within...and, yeah, I'll be happy.
Though, my ideal Expansion Pack would have super fleshed-out werewolves, magic, and robots, as well as both Robotics and Mad Science skills, enhancements for aliens, superpowers and superheroes/villains, martial arts skills with fights that aren't obscured mostly by a cartoon dust cloud (sword fighting, kung fu, that sort of stuff), the ability to own a secret lair lot that can be used as a club hangout (no, not some cheap generic lot, an actual lot type with just one required item...a single chair), huge blank world with 70 lots of various sizes and a bunch of pre-made lots you can use to fill it added to your gallery if you're not that into building, and the ability to form a band. Yeah, I know the band thing doesn't seem to fit. It's kind of random, but it needs to be there...trust me...
But, only my ideal GP has any real chance of being made...my EP will no doubt be sold off piece-by-piece as separate GP's.

- faithful marriage couples with status "soulmates" (now they acting like hedonistic sociopaths for me - and not very smart - ... when the husband flirting with other women on date with his own wife!).
And wait... did we got all of this 10 years ago, in The Sims 2 (only exeption - the last suggestion)? :(
