There are mods to avoid this. Lately some are on MTS and I made some for the festivals, the tourist, weirdos and fake vampires in the neigbourhouds months ago.
These mods will NOT spare you from dressing newly created Sims up properly via manage worlds, but it will make your Sims wear their regular outfits when they walk around in town instead of EA redressing them over and over again.
I doubt that EA will ever "fix" this completely, because it´s actually intentional coding that makes them dress like that. They may do some adjustments, but that will be all.

Seems to me that I didn't' really have much of a Townie fashion problem until City Living. Just like further up on this page, there is always that ONE Sim that just has to wear no pants (just undies) an a top hat or wrestling mask, standing in like at a food stall! :o :D I just write them off as drunks or bubbleblower junkies! LOL
EA seems to put in more and more of this nightmare stuff. There seems to have something gone wrong with coding lately, because it cannot be intentional as it is now.
I have updated my foodfestival and blossomfestival mods last night to include the roles "overeater" and "sleak" who were also getting that awful dress code lately. (see link in my signature)

also I have no idea if she is actually a chef, I am playing in a new clean hood with one house.
It´s not fun anymore I am putting those mods in to prevent this nightmare. Almost all of my townies are wearing "spectacular" outfits. Enough!
