I sometimes have to do it 2-3 times before it gets dried and I do wait to see it's turning the washing round before my sim walks away I got my Sim to obtain handiness to 10 and upgraded everything, I even used buydebug to get the parts. Fully upgraded now.
This is the parents, I can't make them leave the children. I do have MCC installed and I've looked everywhere within that mod and it doesn't stop parents interrupting their children. Parents, not NPC's or townies, this mod doesn't help.

Yes I've had NPC's do it too with my Sims but it's even more irritating when I'm telling my adult Sim to do something and they stop and go chat with the ids who are doing their homework. There are plenty of mods to stop the NPC interruptions but not ones for playable Sims, that I can find.

Underwear has been in the game since at least Sims 2, where it was used for sleepwear. If it offends you don't put it on your Sims. I don't dress my Sims in underwear but I have no concerns about others doing it, they play their game and I play mine.
I managed to get Sims 2 running well on my old windows 7 PC. The trick is to not let the game update as you install each pack, just patch it all at the end.
I much prefer playing an open world and that's why my Sims 4 was a waste of money, not played often at all and I'm still playing S3. Don't down people because they like different from you. If you don't like an open world then you have 3 other Sims titles to choose from.
