I'm not sure if you have found this or not but for those who haven't there is a new cheat that comes with Ambitions. This cheat allows you to place foundation on top of houses, just like half-walls but this is way easier.
Cheat:
placeFriezes on/off
Then get out the foundation tool and use it like you would on the ground but on top of your building instead.
You may of seen houses in Twinbrook with half-walls between the roofs and walls well this is the cheat they used to make these, happy simming. ^-^

The first one is the normal floor foundation, the second is the foundation on the top of the building and the third is the foundation on top of the building with a roof:

This cheat allows L-Shaped stairs by creating a landing without any complicated tricks! I'm starting a new thread to talk about this application of the cheat. Here's a picture:

I've started doing more building now that my Caw is down. This will come in handy.
The Sims Creators' Consortium
- The height is non-standard. I tried stacking them, and having 3 stacked is just slightly higher than 1 wall height. This limits it a little.
- This is not like the stages in Sims 2. You can't build it next to a wall
- You can't build them on the ground; just use a foundation for that.
- They behave like normal walls/levels, and so the maximum is 5 levels.
