I've been scouring google trying to find an estimated date but could only find posts where it's "soon" but that was over a week ago. I'm guessing it might be after backyard stuff is no longer free, they probably don't want 2 packs free at the same time.
I too would like to know the date as I do not own this Kit.

The offer is for PC and Mac users on the EA App, and they haven’t finished rolling the app out to Mac users yet (e.g. I haven’t yet been told to make the switch). My guess is that the kit will be on offer once all Mac users have been told to move to the app.
Maybe EA plan to restrict dates for free packs to the shopping cart button in order to get people to use that more / stop to mod it out?
Somewhat related, but my conspiracy theory is that, one of the big reasons for the giveaways is, they want to show that people are getting packs and playing the game more because of it. They don't have to tell investors they were giving stuff for free: they just need to show that the game has tons of engagement and more people have packs.
I know that's now investment meetings go, and they'd have questions about profits and stuff. But it's fun to imagine.

Ha, re the shopping cart. I'm back gaming after a couple weeks out of town. Now I realize I did not even notice the shopping cart. I don't need it and I won't use it as I prefer shopping before running my game in order to remove mods and check the new content in a new temp save. But hey, I did not notice the icon - so maybe it's not all that bad? btw - It was there before I let town, so I'm quite sure it is still around.

@FreddyFox1234 It seems to me that whenever a kit is available for free, it's either an inducement for players to do something (e.g. Fashion Street), or it's an appeasement for something they're doing that might not be popular. For example, they gave simmers who paid for the base game Desert Luxe to make up for the fact that future simmers would get it for free. It would fit the pattern if they were giving us Blooming Rooms to make up for the forced switch to EA app.

@Eleri Yes, I understood this offer of the Blooming Rooms kit as EA’s attempt at giving all players a bit of compensation for the hassle of having to make the switch to the EA app. I don’t really mind what the reason is, though — I’ll always be happy to take a free kit or pack!

It doesn't bother me when packs I've already bought are made free, especially when it's an old pack. They're not taking anything away from me by doing that. I had Backyard Stuff already when it went free a couple of months ago. So what? I still got to enjoy the pack for a long time before it went free. It's not like I would have rather waited for years to get it for free. Same with the base game going free. I'd been playing for years by then, so would I rather have waited for it to be free? Nope.
The only thing that bothers me is when they make a pack free only for a certain platform, like in this case of Blooming Rooms only being free for those of us on the EA app and not for those on console. I think that's pretty unfair. I know it's supposed to be a reward of sorts for Origin users switching to the EA app, but existing EA app users will get it too and they didn't have to do anything. So, why not just give the kit to console users too? They did the same thing when they made the Jungle Adventure (which I already had), Luxury Party and Fashion Street bundle free only on the EA app. At that time, I was still on Origin for Mac and didn't even have the option of using the EA app yet. So I borrowed a PC, logged in on the EA app, downloaded the bundle, logged out and then logged back into Origin on my Mac. That's how I got LP and FS for free. 😁
