It isn't something you can buy or put it on in CAS. It is something tied to an infant.
When you click on an infant and choose baby care, you can carry them in the back carrier. If you click more, you can even set the preferred back carrier for the infant. This is where one of the exclusive contents is.

Thank you it explains why I can't see it because my sim doesn't have any kids yet.
