This was a concept art from Maxis. I'm guessing someone found it in the game code but it was from last year.

It’s so beautiful! This makes me think this was meant for IL but they had to cut it.

Pretty, but I think it's a fan concept art.

I would like for deep diving to make a return one day though.

Not the same as having it in game but have you ever tried scuba diving with the First Person mode? I do sometimes and it is a bit like scuba diving

Diving lots with a lot of personalization items, maybe updating some worlds like Granite Falls to have both sweet and salt water diving
