There is usually a blue new discussion button at the top right hand side of the screen in the forum sections. But new discussion threads have been restricted for new members. You are unable to start a new thread until you become a full member, even if previously you were able to start a new thread . This has been brought in as a result of spambots.
You need to have 50 points and 30 posts before you can become a full member and can then post pictures, have a signature, start new threads, edit posts , post links that show up correctly and change your profile picture.This thread explains about it. http://forums.thesims.com/en_US/discussion/770609/member-or-new-member-everything-you-need-to-know
Well, I reinstalled origin but it did not correct my issue. I am still getting the message that I cannot connect to the server, try again in a few minutes. I did back up my sims 4 game files and I backed up my origin files although they all seem to be fine.
I am very frustrated and lost. I just don't know what is going on as prior to this, I never had an issue playing the game through Origin.
I think I'm having a similar issue -- I was getting a Windows error message that the path to Origin could not be found; I tried to uninstall Origin to do a reinstall (after backing up all my Sims 3 files) and the Uninstall log said that the client installation could not be found, yet I found it in my Programs (x86) file in my C: drive. I was playing fine just yesterday.

Try shutting down your computer completely. Then restart the computer and see if that helps.
Clearing the origin cache files may also help,
