It would be easy to write a script to add PTO which would never conflict with base content and therefore wouldn't really be a 'mod.' You should post the request in "General Mods Discussion" under "The Sims 4 Modding and Custom Content" if you're interested.

It can be done so simply (literally one line of python) that there isn't really a reason to request a patch:
self.pto_commodity_instance.add_value(days)
Don't let the reinstall-happy responders scare you away from scripting. There is no reason to be concerned about conflicts and it isn't 'cheating' in any way.

currentsim.addpto 25 - adds 25 days of paid time off for the selected adult or employed teen. currentsim.addvacation 25 - adds 25 school vacation days for the selected child or teen.
If the teen is employed then you can use addpto to add vacation days for their job.
You can set any number of days from 0 to 99 or you can use negative values to subtract days.

The setting is found by clicking on the sim, then clicking MC Command Center -MC Cheats -Career Cheats -Change Vacation Days
