I am sure those numbers also don't include the countless number of people who bought the game and couldn't return it even though they hated it. Or the digital downloads. So no matter what the numbers don't show much, other than it is possible that the game sold a lot less than Sims 2 and 3. But again those numbers don't say much.
No, I do not think Sims 4 flopped but it did not do as well as Sims 3 did and may not even after all is said and done and Sims 3 has not even been archived yet and still sells.
