Dear OP, it's simply not fair to compare an extremly outdated and limited low budget browser game (Sims 4) to a AAA title which was (when released) so much ahead of it's time (--> Sims 3). You can't do it, you won't do justice to none of these two.

I hate how you have to wait five minutes for the loading screen just to cross the street in TS4! It's super annoying. Unfortunately, they don't sell TS3 on Origin anymore, so I'm stuck with TS4's crappy worlds. I hope EA changes this.

If this is the case, then it shouldn't have a premium price tag. It's being charged the SAME amount as an ACTUAL premium game.
I have probably said this before but the look of the greyed out neighbourhood screen in TS4 compared to the green looking worlds of previous games does very little justice
Obviously you can't zoom out as far as you can in 4. It's sectioned off for ease of play. Thus I took a picture of the neighborhood zoomed out. There's a difference between being able to go there and not being able to. The pictures of 3 that I posted you could walk your Sim everywhere, you cannot do that in 4 which is why only a neighborhood screenshot is necessary, because you can actually walk around there. If they hadn't sectioned them off and left it open like 3 it would still be more alive and active than 3. The blue map view in 4 is just a map of the area, nothing more.
Thus it's pointless to compare a flat map you can merely look at to a town you actually play in. You need to take a picture of the areas you can actually play in. Otherwise you might as well be comparing the main menus or something.
Yes, you can't zoom out because if you do, you'll see the edge of the world. "Ease of play" means that literally everything beyond the playable area is decorative.
No, the world would not be still more alive if had more playable area, unless you raise the number of sims actively passing though the world. It's like expecting a solution to remain the same concentration after adding more water to it.
I'm not talking about ANY of the bells and whistles Simmers create, those are much better than what the Sims team have created, I'm sure. I'm talking about base vanilla game only. 3 is empty. [ranty bits], you cannot deny that.

I don't think 3 was empty at the start, far from it. It was flawed, but there wasn't literally nothing to do or see.
In my opinion, those "Bells and Whistles" (let's not be derogative, please) you speak of have been part of the Sims 3 community since the beginning of the game series. The Sims 3 was released on June 2, 2009. CAW was released on December 16, 2009.
So, the CAW community is not "Bells and Whistles", it's an integral part of the Sims 3 creative community.
And as far as the water is concerned 3 water is very metallic looking even on the highest settings, in my opinion. 4 is much better looking, though not stunning, and both can certainly be outdone by many other games who got water right.
I can't say I agree with you- water in the Sims 3 can be quite beautiful at times.
Heck, on a side note, the whole game can be quite beautiful.

Especially in island paradise, which was my all time favorite till the horrible coding of it made the game impossible to play, even on my Alienware desktop.

1- Sims 3 worlds needed more time for the objects to render even though the game was fully loaded.
2- The worlds had mostly rabbit holes
3- Most venues in Sims 3 were empty
although TS4 worlds are smaller but does not have any of the above problems of TS3 worlds

That's odd, because in my game sims start running to a lot the moment I order my sim to go there. And then he still has some travelling to do. So when he arrives there are always sims there to welcome him. I think they made two versions: one for players and one for complainers.
I don't experience the sim zergs on community lots, I have a mod that prevents swarming. That said, there are always sims at my parks or entertainment lots, even before my sim gets there. It's one of the things I've always liked about it.
Also I LOVE rabbitholes. I thought they were a marvelous way to combat the "disappearing into nothingness" of TS2. I never wanted to see my sims at work or at school so they suit me perfectly.

In TS4 there is nobody on a lot until your sim decides to go there and while you are in your load screen the game populates it. But the thing is, it is all too often the very same sims who were with you on the last community lot. Talk about creepy! I guess one person's immersion killer is another person's paradise.
I always find it funny, technically the Sims 4 worlds are less populated with the 180 Sim cull limit. Playing the Sims 3 again, I'm finding the world so much more filled with life. It was beautiful seeing real cars drive around and drop neighbors at their houses. Sims are actually talking and interacting with each other, not just doing push ups and talking selfies. It is just really beautiful to see. The Sims 4 really made me appreciate the Sims 3 so much more and I'm grateful for that.

@jje10001 Great TS3 pictures! Do you recall the name of the world in the fourth picture, the one with the non-rabbithole lighthouse? That's beautiful. It gives me an Aurora Skies vibe (my favorite TS3 world) and is tempting me to reinstall TS3 to be 100% honest.

Some of the issues also came about because of computer limitations, where an old computer would cause the game to push out fewer sims. For people with slower systems, it really helps to use smaller worlds.
On top of that, number of sims in a town would also limit how many sims were out and about- A sim in the Sims 3 can't be in two places at once, so in a venue-rich world like Bridgeport, it meant that sims were spread pretty thinly!
Ultimately, the problems with open world aren't with the concept itself, but with the way it's been implemented.

Yeah... The Sims 4 was not a winner for me. I have played the Sims since the Sims 1, and in my opinion the Sims 4 is the worst. The graphics are excellent but I'm not too keen on the comical style. I loved the Sims 3 because of its life like graphics and open worlds. It required less but longer loading screens but if your PC or Macintosh could handle it, it was a fab game. I'm guessing that Get Together was a spin off of Late Night. Where is the High Rise Buildings? Celebrities? I keep playing, of course, but The Sims 3 and 2 are my favourite. What is your opinion?
