My game is not recognizing GTW or anything after it.
Close the game and do not save it.
Click on the game and choose i
Scroll down till you see the expansions/game packs
Right click on the first one and choose Repair game
Repeat for all game/expansion packs
Restart the game.
The solution no longer does anything like it used to. Tried several times.
Any suggestions?

Try clearing the origin files

Then go to
programs(x86)\Origin_Games\TheSims4
Then delete EP01 and the SP folders.
Then go back, and download the GTW and Luxury packs again.

I just went to do this and I scrolled farther down and noticed that there is a BUY (14.99) option on the SIMS 4 Digital Deluxe Upgrade but I already own it. How to fix this?

Actually, I tried something different when I got home because I had already done a clean install two days ago.
This is what I did and it does not make sense to me.
I used a program to powerfully remove Origin from my system. The program removed all files even registry keys. I restarted and installed Origin, it updated and I logged in. All my Origin games needed to be updated so I did that. Then I went to properties and turned off Origin in the game just like I had before. (it's a setting that worked in the past)
This prompted Origin to verify game files and install TS4 Digital Deluxe for some reason. Then it said the game was ready to play so I started the game then loaded my saved game and I got message about incomplete data again so I exited without saving.
I went back into Origin and right clicked the game box and under properties and I enabled Origin in my game. Then I tried the game again and it worked this time.
I do not know if this is causing the problem or it just a coincidence but I get that incomplete data message every time I delete the caches in The TS4 file in my documents. (I also delete the local thumbnail file) Origin only recognizes the base game after I clear my caches and I get the incomplete data message.
Also ...
Turning off Origin in my game usually had benefits, but not this time.
Anyway, I am going to stop deleting my cache files for awhile and see what happens.
