Sims Do NOT Change Out of Hot/Cold Clothing!

So....is this intentional? That I HAVE To manually change each individual Sims' outfits as they look out of place walking around in winter wear while partying at the nightclub or going outside and then coming back and NEVER changing? Seriously hope this is a bug because in Sims 2 and 3 Seasons Sims WILL change in AND out of Season clothing when entering AND exiting a building. Guess Sims 2 and Sims 3 Sims are 'smarter Sims weirder stories'.
