Glitched play interaction

When I have my sims use the play interaction with the toddlers, they aren't able to pick them up and toss them around.. the toddler just stands in front of them as the adult sim goes through the animations of playing. The moods all function as expected.
Currently, the only mod I have in my game is the no intro mod (and no CC as well). So, it is basically a vanilla game.
When the animations are done, the toddler snaps up off the ground into the sims arms

Try removing that mod and test to see if the issue remains
Repairing the game may help. To do that, go to games library in Origin, right click on the sims 4 picture and click repair
Try resetting your sims 4 folder, starting a new save game file, and testing to see if it occurs there also . To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated.
Start a new game and test to see if the issue is in that new save game.
Exit the game and then copy back the "options.ini" or "options" file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder.

I downloaded the HxD program to go through the steps, and it couldn't find the "1D 10 01" string to replace. So that fix doesn't apply to whatever is happening to my game.

Try finding the item called “ Direct from the fans” in build mode. The item is letters. Go through clicking all the colour versions of it. Then go back to live mode, and save your game. Then come completely out of the game, back to the desktop. Then reload the game. and see if the issues remain

Is anyone else having an issue when babies become toddlers that they end up between the parent sims legs and then suddenly pop up into their arms? That happens all the time now in my games and I have repaired the game and reset the folder and done all the normal fix things many times.
There was a simmer who posted of a similar issue with toddlers on this AHQ EA thread
