Since getting the pack my saves experience a bit of sticking for a few seconds, when it stops the Sims move forward quickly to where they would be if the game hadn't frozen. It seems to happen at the same time everyday. On one save it happens at night and the other save it happens during the morning.

SimQARobo has posted on this AHQ EA thread that the issue was fixed in a recent patch. He has posted for simmers to let him know if the issues are continuing. You may like to post feedback on the thread

Repairing the game may help. To do that, right click on the sims 4 picture in Origin and click repair.
Try resetting your sims 4 folder and see if that helps. To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated. Exit the game and then copy back the "options.ini" or " options " file and the "saves" , "screenshots" "tray" "custom music " and "mods" folders from the desktop sims 4 folder to the new sims 4 folder, replacing the new generated file/ folders with the old file/folders from the desktop sims 4 folder.
If the issue remains, it may still help to post on that link thread as the issue is similar.

Sometimes having a large amount of items in the sims inventories and household inventory can also cause issues. Try removing some of the items from the inventories and see if that helps.

Is it happening around 5am and 7pm or so? Cuz sometimes the day and night cycles can cause that.

Could you please post your DxDiag info here.
To gather a DXDIAG on your computer, do this :
Press and hold the Windows key and the letter R on your keyboard
You will see a Run box in the lower-left corner of your screen
Type dxdiag in the text field
Click OK
Click the Save All Information button, found on the bottom of the DXDIAG report
Then copy and paste the information from where you saved it, to pastebin https://pastebin.com
and post the link to the file here
Simmers can check over the hardware just to see if there is something they can suggest that will help you with your issues

The game will seem to freeze for a few seconds then unfreeze and run normally for a few seconds then repeat. Not only that but when I click on a sim icon there will be considerable lag before the user control switches to that sim (without freezing). The same lag will be there when I try to change game speeds. I end up clicking on the icon twice before it actually switches (it doesn't need clicked twice, just lags that long).

Try going to the Nvidia site and update your graphics drivers. Doing this may help.
Lowering your in game screen resolution and playing in windowed mode may also help.
Close any open windows on the desktop when playing.

Go directly to the Nvidia driver web and update your drivers there. Your DxDiag states they have not been updated since 2014. Have you cleaned your computer of dust on the inside lately?
