"Manage Worlds" is no longer available? CAS.FullEditMode not working?

After the patch, I am no longer able to "Manage Worlds" - I have to either start a New Game and create a new Sim to play, or continue a current game. When I choose either option, and start playing in my Sim's Live Mode, I still do not get the option to "Manage Worlds" as it's greyed-out in the menu.

On top of this issue, the TestingCheatsEnabled true/cas.FullEditMode cheat no longer allows me to edit Sims other than the one I'm actively playing. Was this change on purpose, or is it an accidental outcome due to the patch update?

With the editing of other sims, other simmers are also having this issue. You need to do it through manage households instead.

With your other issue, when you continue playing your game, are you unable to restart the game in map view?
When the manage world is greyed out, does it give a reason when you hover over it?
