There are a few penthouse lots in San Myshuno
Fountainview Penthouse is in the Arts Quarter district
1 Torendi Tower Penthouse is in the Fashion district
Your sims can move into them just like they normally do, but unlike apartments, they don't have to pay rent
I don't know how to have a penthouse on city living.
The penthouse lots work exactly like residential lots in the other worlds. Whatever you do for those, do for penthouses.
