Well first of all your CPU is kinda old since it's an i3 so that's why it's lagging and I also think it might be underpowered for the game. I'm not too sure why you're getting pauses on buy mode since it runs smooth on mine but there's a bit of a stutter in live mode.
Also, your RAM is only 4GB. Can you make sure you're playing the game on the 32 bit? Open Origin and hover over TS4 > 'i' button > on the right, change it to 32 bit version of the game.
And can you post the 'System Devices' part of your dxdiag cuz there's the video card there? I'm guessing your video card might be the problem as well.
If you have any mods or CC, take them out cuz I think your laptop might not be able to handle them and also lower the graphic settings. Try to lower the lighting to medium.
Unfortunately Your computer does not meet the requirements to run this game. As you add more it will get worse for you to play. You need to go to the toshiba web, search your make and model computer and update all your drivers. Play on the lowest settings and in laptop mode. Make sure you are playing the 32 bit version of the game and own a laptop cooler
How do I run the 32-bit version of The Sims 4?
If you are on a 64-bit version of Windows and would like to run the 32-bit version of The Sims 4, do the following:
Right click on The Sims 4 tile in Origin.
Select “Game Properties”
Change the “When launching this Game” setting to “The Sims 4 32-bit”
Remove CC and mods if you have them. Your computer can't handle running those
You will need to invest in a new computer eventually to continue playing this game. That is if you don't own another computer that meets the requirements. Laptops can not be upgraded on video card and processor so there is no way to fix your laptop to where the hardware will meet the requirements to run this game

If you have cc/mods in your game, move your mods folder to the desktop. Then start the game and test to see if the issues are still there.
Try playing in offline mode and see if that helps the issue.
Try switching back to 32 bit mode and see if that helps.
Make sure your graphics drivers are up to date.
Try testing with a new save game and see if the issues remain.

That 32 MB Dedicated display memory tells me that's likely an Intel chipset for a GPU, not good for gaming but, on low settings should be okay without cc and mods, and maybe w/o a game pack or two. Definitely 32 bit on that machine, it only has 4 GB RAM so you don't need the 64 bit capability of using more than that.
