It could be intentional ? - It also looks like the clothing is getting lighter at the same time. If you sit in front of a computer screen (or TV) and the picture is changing quite rapidly from light to dark, the amount of light thrown from the screen will also change. I guess it would be more obvious in a dark room but the same thing happens in a well lit room.. perhaps it's just a very subtle animation?!

Check that your graphics drivers are up to date.
Try altering the graphics settings in game options and see if that helps.
Try adding or changing the lights in the room and see if that helps the issue.
