Like it says on the picture you have to unlock it within the detective career. Though I love GTW one of the big issues I have with it is just how much of the pack is locked behind the 3 careers. You're unlocking several items each level.
I have the get to work expansion pack but I don't have that. Where can I find it?
Should be in the short wall windows section. If none of your sim in the current household has reached level 5 in the detective career, it's should be last with the other locked windows. Otherwise you can use the Unlocks filter in build mode.
