If you're not getting stuff from Geocouncil, replace your mailbox

I had been getting my bills just fine, but nothing I sent to Geocouncil came back. Finally replace mailbox, sent stuff to Geocouncil, and *boom*, next day I got stuff back, and there was even an actual mailman!

I had this problem, the bills were still coming but nothing else was. I did as you suggested and now not even the bills are coming... Not sure if I get happy or sad about this...

Hello @Kaerfus .
Try doing this to get bills :
Open the cheat console with ctl-shift-c
Type testingcheats true
Type households.force_bills_due to force new payable bills
