Wait, Sugar Bijou is a celebrity? I am 99% sure she isn't in Sims 3, she is a romantic interest of Tom Wordy who is a celebrity, but she herself is not.

Yes she does, but when you meet her she has no stars or celebrity level at all. In fact that is part of her bio, it says are they really a couple or is she just using him for fame, or something along those lines. She is not a celebrity when you start a game in Bridgeport.
Yes, I realized a few seconds after posting that you meant "she isn't a celebrity in Sims 3." Twas a really 🐸🐸🐸🐸 misread, I took it as "she's a townie" and had confused her with her sister. I don't think she starts as a celebrity either now that I think of it, but she probably becomes one the second she interacts with one of her roomates because of how the celebrity system works. I paid her very little attention though, I always preferred Becca.
I don't think so because my sim ended up meeting her a couple days into the game and she was not a celebrity when they started to hit things off. I am not sure if that happens every time though.
I never realized she had a sister for awhile and when I did I actually ended up getting Becca married to my best friend's sim because his sim was going through tough times.
