I never buy stuff from the store cause it is ridiculously priced so don't really know anything about it, but does the premium content that comes with worlds ever end up for sale them selfs, like the classic fixer up car that came with roaring heights?

It's up to you to decide if it's worth what they're asking for it. If you think what you want is still too expensive then put it on your wishlist. Check every Friday morning and if it's on sale it will show on your wishlist. Saves you tracking down each item each week. (New sale item tend to come round on a Thursday but depending on where you are in the world it can be very very late. I've found it's easier to check on a Friday)
I think you're right. I tend to get the venues that go with the worlds and put the tow together in my mind but thinking about it I don't think I've ever seen world PC for sale without the world.

I think it's been done a couple of times with venues -- for example the Serenity Retreat which came along with Sunlit Tides Gold, and the child development center that was in Aurora Skies Gold. And the casino in Lucky Palms Gold was available in the store before the world was (and you can get the slot machines and gambling tables in an individual set). Not sure about items that are part of worlds though like the Wood-fired Oven or the Fix-It Car though.

I know it's been done with venues as that was referenced in my post. If the PC is part of a world then it has minimal chance of ever being released independently, while venue PC is more flexible and is often offered separately a few months after its initial release.
