It sounds like a project spanning several generations? Cool! If so, you should definitely write the family story(ies) along the way.
I just "designed" 200 years of history for about 30 nobility houses of my ts4, not really playing them all, but following their ups and downs in a spreadsheet, along with some CAS sessions to make some painting heirloom etc. Some fared well financially, some went broke, and some expired due to lack of heir. Developing a full town will be much of the same, and deserves lots of notes/a written story
Lisa Bunch would make a great politician. Out of curiosity, how are you planning to handle the Residential Real Estate portion of town development? Will new home be a direct result of what City Hall deems necessary for the town's growth. Or, will you allow single Sims who are advancing in their personal wealth to purchase lots or additional homes? Also, will you be using NRaas' Master Controller to keep an eye on town stats (both for population and financial growth)?
My sim’s transformation of Sunset Valley is starting to take off.
He is really bringing in the simoleons with his Life Fruit and Money tree plants and passive income from all the rabbit holes in which he has invested.
I updated city hall first, since it is the key to freeing up more lot spaces in Sunset valley.
It combines with the Police and Military rabbit holes.
This created a city planning cascade effect.
I no longer need the Police station rabbit hole and replaced it with this Bookstore/Spa rabbit hole. This building is large, so I replaced the library next door with a modern small one.
And Goodbye bookstore, I will also be relocating the Grocery Store and Movie Theater later and I will move the Art Museum to this location.
Goodbye Military base, the Movie studio is now here and I will pretend the shuttle and runway are movie sets:
I installed this Science lab when I first started the game.
Lisa bunch had a science hobby and she used her skills to clone money tree seeds.
This part of the lot contains several University science skill objects.
Now that things are rolling, she can get her political career started.

I am also making over townies by targeting teens.
I catch them outside of school and edit them in CAS as young adults and then age them back down to teens. I then give them school uniforms because it’s easier and faster to do.
In the future, they will marry and combine their non-freakazoid genes with other sims, hopefully, each other. This guy looks like a young Severous Snape.

And your timing is horrible.
I've been lost in Final Fantasy VII Remake and haven't been playing TS3 at all.
FF7 is a big deal for me as it was the first game that made me cry back in the 90s.

from your eyes so you can see the screen. Sadistic.
At least the music was low key.
Anyway, I will be back to TS3 once I've completed the game.
I played FF7 Remake up to chapter 14, and then started it over again from the beginning.
Story of my life! But take your time and enjoy the Final Fantasy VII remake, it looks amazing. Besides, I'm hardly in any position to be demanding and bossy! I'll be lurking around whenever you update.
I can relate to your sadness over Aerith. I remember playing all of the original Phantasy Star games and when Neifirst killed Nei, out of nowhere, in Phantasy Star II I was gutted.
I am not back to playing yet, but I do have a couple of post that I am bringing over from the TS3 General Forum.
The town is coming along nicely, but there are still quite a few vacant lots.
I was thinking this would be a multi-generational project, but now I want the town complete so the children can fully enjoy it by the time they become young adults.
The town center is now complete.
I added a new central park as the final lot for this stage. It's a seasonal lot and will change with the seasons.
I wanted a modern fire station, so I built one.
I play tested it in another save. I found it was a bad idea to have two fire trucks, as one kept resetting the maintenance level of the other.
I had so much fun playing the fire fighter career, I took pictures, but I probably won't post them since I have so much going on already.

I squeezed in some small bare-bones homes in the low income part of town.
The game generated some unnecessary community lots here.
I replaced them with my White and Green series of homes.
This is my secret society lot.
It's an exclusive lounge, so well-to-do sims tend to come here. Lisa is here to ask for campaign donations.
I don't believe I will be sending my sims into the future, but I will be playing out a scenario where one of my sims invents advance technology devices.
He will discover this crashed alien ship up in the Sunset Valley hills and experiment with it.
He will then start a business selling plumbots and other advanced technology devices. I will then add that Into the Future store.
I have played out this scenario before and it was very enjoyable.
This location is the goal of my sims, Albert and Lisa Bunch-Bell.
These homes had been updated long ago and I'm just plopping them down.
This is a reworking of the LandGraab home.
This house was brought over from a home I built in the Sims 2.
I thought it would be perfect for the Altos when we first got TS3.
The third home is one of my Ravenloft series homes.
The park in the center will be replaced with a lot to keep their horse. I will do that in the spring. They are just entering autumn now.
The home I wanted to have Lisa and Albert buy was on a 64 x 64 lot, so I decided to use one of my smaller home to make something similar.
I added another bedroom in the west wing.
I will add on more once they have moved in.
This is their current house.
I recently added on these cool roof pieces that I've had from the TS3 store.
I forgot about them. They really do set off this house.
This is my Frank Lloyd Wright inspired home.
It's near Lisa and Abert in their current home. I noticed the occupant going into the garage to use the inventor bench inside. She waved to her baby as she passed her. I thought this was so cool. I don't remember other sims using things on their property when we aren't playing them.

They had their first child, William Bell.
I am turning off aging.
This town is progressing out of control,matching up sims, and there is an incredible baby boom.
William will have these teens as classmates when he catches up in age with them.

William is now a child and another one is on the way.
They are doing very well and it's time to move over to the richie-rich area.

The house isn't a huge change, but it is bigger.
There is a secret in the basement.
Lisa has a new hobby.
This is so much better than going to the potion shop to see what they have in stock.

Her name is Arlene, named after Lisa's brother and sister .
Arlo+Darlene=Arlene.
It's time to age up.

This is perfect since it is his destiny to bring advanced technology to Sunset Valley.
He also had a wish to egg the house of the guy who now hates hims because of the "stolen" girlfriend.
He was busted by the cops for this.
It's all good, because now he has a bad-boy rap which only makes him more desirable to the girls at school.
He should look into making Ninja-vanish potions so he can make clean getaways.

She's dressed as robber for spooky day.
I wanted him to meet her first as a potential love interest.
He has a girlfriend already.

I'm not sure what her future will be yet.
So that's a lot of game play crammed into one post.

I feel this pain every time I have to reinstall windows or everytime I get a new PC/laptop and feel the Sims 3 itch. Takes a good chunk of a whole day popping DVD after DVD, entering code after code, balancing the stacks on my desk in 'installed, not installed' piles, and THEN there's the store content afterward. My current PC doesn't even have a DVD drive, so I have to use a very slow external drive. I also end up having to install the three Sims Stories games as well (and then edit the graphicsrules files by hand)
Sims 4 players have got it easy
Rebuilding Sims 2 inside Sims 3 one lot and sim at a time.
