I purchased City Living today and paid like $46 in total for it, and I can't even get it to download. I click on download in origin and it says 'preparing' and it won't do anything else. Is anyone else having this issue? What can I do?

I haven't seen reports on that, but I'd suggest restarting your computer and trying again. If that doesn't help, contact EA Help.

I've tried restarting, signing in and out of origin, nothing is working. I can't get what I paid for to download at all, and I can't find any answers.
Have you tried reinstalling Origin? That might be worth trying before contacting EA Help.

I didn't even pre order it, just straight out bought it today and can't get it to download at all. I tried everything I could think of, and nothing is working and I can't find any answers anywhere.
If I uninstall origin and reinstall it would I have to try to re download all my games again or would it not affect them?
Uninstall and reinstalling Origin does not affect your games, though it's always a good idea to keep a backup of your Save files.
I really do suggest contacting EA Help. They'll be able to do more for you than we can.

If you haven't got it going yet, you may want to check your payment process. Happened to me also because I had to cancel my credit card that I paid for the game with a few weeks ago. For some reason the download went into a loop. If your payment says "Still processing" I would cancel the order and reorder the game. That is what I did and it downloaded just fine.

This may have been my exact issue. I preordered around Sept 27 or so and my card that I paid with got stolen on the 30th so I had it cancelled and last night when it released I was having the same issue with it not downloading and getting an error. I checked somewhere and it said something about the payment processing still even though my account was charged so I cancelled the payment and reordered and it worked fine after that.
@OP, it still may be worth cancelling and then reordering because it appeared that my payment went through as well but I still couldn't download.
I just need to check and make sure I get that refund for the first purchase.

The release date is not the same worldwide. If you have a European Origin account you may not get CL until 2nd of November. You would have to wait.

I've talked with them, and everything they suggested, nothing has worked. I cannot download this pack.
Did you try shutting off your security and firewall to install? What security do you have?
Is your game on C drive? How much hard drive space do you have? Click your folders it should tell you how much is left on that drive
Try clean booting the computer then try downloading the game pack.
