A lot of the new building methods are really about designing individual rooms and sticking them together and overlapping a bunch of things. Sometimes, there's no telling whether something on a wall (a painting, or a window, or door, or even the wall itself) is registered by the game as being the inside part of one room or the outside part of the room next door. When weird things like your disappearing balcony railing happen, I try pulling the room out into another part of the lot to see what's associated with it and what's not. I don't know if that will help in this case, since the railing clearly doesn't seem like it could be part of a different room, but maybe it might?
Pick a character or two from Into the Woods and build a Mini Micro that reflects your chosen character. See links below for character/story information.

I noticed the rail disappeared in the middle of working on Sunset Tower. I tried removing railing and putting it back on manually, but that one section still disappeared.
@SimGuruLakshmi Elbow Room is a great name for this very charming build. I really like the outdoor seating area on the roof. I love to use green also in my builds. I just feel it makes our sims moods climb up...hehehehe! Thanks so much for joining us I'll add your build to the index on the front page.

@rabidkitty07 That's odd. I have stuff pop back into my inventory or disappear for no good reason also. I haven't done much building so I can't be much help with the stair railings.

For these MiniMicro builds it is important to remain flexible and think 'outside the box' (pun intended )
I love that you used a unique shape to create your build and got everything to fit. When @Buttonsginger first proposed this challenge I was baffled as to how to make stairs work for multiple levels. This is what happened on my very first try.
Then I played with the configuration and viola Stairs can fit! Going forward here are some tips from my trial and error testing.
The 25 squares do not have to be in a box shape. For this challenge think of the floor plan as a puzzle. Move and rearrange the squares to allow everything to fit.
Start by mapping out the space you are going to use. Using either fencing, landscaping paint or a low cost tile helps visualize the space.
Place stairs First - then build around them.
To maximize floor space on various levels you do not have to stack them directly on top of each other. Take a look at the pictures I posted above as an example. By figuring our stairs first I moved the walls around on the basement levels to allow maximum usable space.
Play with shapes and do not be afraid to be creative. There is no wrong way to be creative. Just have fun with it!
PS: Half walls are Awesome! Now if we only had Spiral stairs .....
