Good point, and I like the way you think! But the board game just doesn't work like that, unfortunately.
Although, I guess, you're partially right- there's no questions describing the appearance of the Killer. There's no question that will be "Killer's Identity". The "Killer's Personality" question is simply the Killer's personality in the moment of the crime.
Basically: All Clue Cards only describe the scene. Nothing more. The Scientist wouldn't know anymore. She never saw the killer, remember? She only has the weapon and item to go by.
And technically the Governor could have committed a crime due to intense passion or jealousy, just like anyone else could have committed a crime in the name of justice.
