Skating Rink Glitch?

What's up with the game-spawned rinks (see my screenshot)? I finally happened to notice a skating rink lot that appeared in Wittenberg literally in the back yard, apparently on a community lot (one I cannot edit/fix). My sims enjoyed ice skating and roller-skating on all three (open) rinks (in the middle of summer (!). But the weirdest part is that two of the rinks (two different roller-skating rinks) are overlapped. This doesn't go away either. They are all usable, but the issue persists. Is this normal?

Do you have the City Living pack? Some people have been complaining since day 1 that when one festival ends, another will begin right on top of everything there from the old one. Things overlap. This reminds me of that.
