I have to ask, are you using mods? Because I've had a sim who was suspending and about 7-ish days later I got a message saying that they could enroll once again.

The same thing with books. Since Sims 2 days, I would have sims take their kids to the park and have them sit and read while the little ones played. Now when I do it, the book my sim brings to the park is no longer considered theirs, and I can't place it back in their inventory. So stupid.
