Most of the time when I have to deal with the dreaded holiday Gnomes, if my Sim offers the wrong thing, pleading has gotten him nothing but an electric charge running through his body. I failed to look at what the goals were on my Thanksgiving Day holiday, but there are Gnomes, to my chagrin. Kayleigh guessed wrong on the first one, but pleased the second one. I decided to have her plea with the first Gnome. To my fascination and surprise, it worked. This is a first for me!

and turned it to ashes. The others dropped all of their seeds on the floor and beat it. I laughed. Freezer Bunny had it coming.

If a Sim's already angered the gnomes, though, I typically just give up for the holiday with that particular Sim and try to have a different member of the household try to appease the gnome.
I would do as @Starfree does, except I have oddly fond memories of Sims 3 with the firefighter career, trying to chase those gnomes all around the houses...

Erik gave a gnome, once, a piece of pie, which was on said chart. The Gnome was furious. Then he tried to plead with him and got zapped. Twice. The next time I forgot to remove the gnomes from the goals for the holiday. I had him give coffee. It was morning, and the Gnome was delighted. Phew!

One was the dog gnome. Kayleigh gave that one a toy and was successful. I have no idea if there is a percentage. That would make sense, though. Most of the time Erik fails — as charming a guy as he is. LOL but, the coffee worked that one time for him. He's now a little less leery.

I normally remove it from the holiday, which surprises me, because I had renamed Harvest Fest to Thanksgiving. I somehow forgot to remove the Gnomes. I get what I deserve, I guess. LOL

After realising how broken they were in terms of those neverending seed packet spirals, I decided to make it a holiday tradition to kick them.
6 ceramic figures full of money and collectibles. Fulfills the tradition. Helps build handiness. Gives upgrade parts. Trash becomes recycling/fertilizer/bug food. My sims seem to have fun doing it. What's not to like?
