Pet breeding with MCCC larger household

I have MCCC houshold size set to 15, I currently have 4 sims and 5 pets. I want to breed my pets , but I do not have an "encourage to mate with.." option. And relationship with sims is maxed and the pets are not fixed and female cat is currently in heat. Any help would be greatly appreciated. Do I need an additional mod, is there a setting I am missing? Please help. TYIA
