@choran929 if you haven't already, please 1) remove all mods/CC, 2) clear your cache, 3) repair the game via Origin. I have not seen any other reports of this issue, and given that it is intermittent for you, it may be related to corruption that needs to be cleaned up via the above steps. If you still have problems afterwards, please update this thread. I don't think the AHQ link Rose provided would be the right place to post as that user is not experiencing the same issue, and their issue is definitely related to CC.

Try moving your whole mods folder to the desktop. Delete the cache files. https://sims4.crinrict.com/en/2014/09/delete-cache-files/
Load your household and place new lights in the rooms of the home. Then test to see if the issue remains
I'm having the same issue. The interior lights are all turned off and the option to turn them on is grayed out. The only available option is to turn them off, which they already are. I tried saving and coming back, I tried replacing the lot with a new home, I moved the family out and then back in, but nothing is working. I have cc so it may have something to do with it.

If you haven’t already done this, bulldoze the whole house again, and then also bulldoze the empty lot. Then place a new different home onto the lot and test to see if the issue remains.

After all this time I've figured it out. They hadn't paid their light bill. I did as you said. Then added a different house and the lights stayed on when placed. But, if I turned them off I couldn't get them back on. If you hover the mouse over the grayed out options they tell you that they owe their light bill. Wow, totally missed that debacle. Lol. I asked a coworker who is a fellow simmer and she is having the same problems with her lights as well. She said that it started after the November 9th patch update. Not sure if this it true, but I have noticed problems with my hot tub water on certain lots since the update so I am being open minded.

Try also resetting your sims 4 folder, starting a new save game file, and testing to see if it occurs there also . To do that, move your sims 4 folder ( that is in Documents -Electronic Arts - then the sims 4 folder is there ) to the desktop. Then start the game, and a new sims 4 folder will be generated.

You could save your sims and their homes to your library and place them into a new save game.They will lose though any relationships that your sims have with sims not in their household, and will lose their inventory and collections progress. They will retain though their skills, reward traits, aspiration progress and their careers.

Thanks @rosemow. I eventually had to move out both households to empty lots and bulldozed their houses and built the same ones in there place and then moved them back in. So far, the lights work!
